The relevant document was submitted by deputies from the New People faction, led by Vice Speaker Vladislav Davankov. According to the draft law in Russia, it is proposed to abolish administrative responsibility for tinting windows if light transmission does not meet the requirements of technical regulations.

"The draft federal law On Amendments to the Code of Administrative Offences of the Russian Federation (hereinafter referred to as the draft law, the Administrative Code of the Russian Federation) proposes to exclude administrative liability for installing tinted windows on a vehicle," the document says.
