The State Duma proposed to ban the construction of high-rise buildings in cities with a lack of infrastructure

A bill has been submitted to the State Duma to ban the construction of multi-storey apartment buildings in cities where there is a shortage of transport, housing and communal services and social infrastructure. The relevant document was posted in the State Duma's electronic database on August 7.

The author of the initiative was Dmitry Gusev, First Deputy Chairman of the State Duma Committee on Control. The explanatory note to the bill states that settlements should be identified to prohibit the construction of high-rise buildings. Such settlements are those in which the actual availability of transport, housing and communal services and social infrastructure does not meet the needs of the population, and the infrastructure deficit is more than 50%.

At the same time, it is proposed to assign the responsibility for making decisions on issuing permits for the construction of multi-storey apartment buildings in settlements with an infrastructure deficit to the executive body of the subject of the Russian Federation. It is specified that such actions will allow for a qualitative assessment of the possibilities of multi-storey construction, as well as ensure the control of the federal authority over the process of issuing building permits.

According to the Accounts Chamber of the Russian Federation, in the Vladimir, Voronezh, Omsk, Ryazan and Tyumen regions, as well as in Chuvashia and Khanty-Mansiysk Autonomous Okrug — Yugra, the deadlines for the implementation of projects were not met, and their cost was indicated incorrectly. Moreover, there have been cases when the funds of infrastructure budget loans have not been used for too long.
