The Ministry of Finance of the Russian Federation increased compensation to banks on preferential mortgages

The Russian Ministry of Finance has increased the reimbursement to banks for Family, Far Eastern and Arctic mortgages for preferential mortgage loans from August 7 to November 1, 2025. This was reported on the agency's website on August 7.

"To support the implementation of the Family Mortgage and Far Eastern and Arctic Mortgage preferential mortgage programs, it was decided to increase the level of compensation to banks for preferential mortgage loans," the publication says.

The Finance Ministry stressed that such a decision would support the issuance of preferential mortgages in the current economic conditions.

"The increased level of reimbursement corresponds to the difference between the key rate level, increased by 2.5 percentage points, and the maximum program rate for the purchase of residential premises in apartment buildings," the department added.

Rates are proposed to be lowered to support families and keep people in small towns.

On August 1, the M2 analytical center reported that the share of family mortgages in 2025 reached 90% among all preferential programs. The greatest interest in family mortgages is observed in Moscow (10.5% of applications), Krasnodar Territory (8.5%), St. Petersburg (6.4%), Bashkortostan (5.1%) and Tatarstan (4.6%).
