If the landowner uses it for business, his neighbors may complain to the local administration and government agencies. Nikita Chaplin, a State Duma deputy and chairman of the Union of Summer Residents of the Moscow region, told about this on August 2.

Anton Nemkin, a member of the State Duma Committee on Information Policy and a deputy, said on July 29 that Russians would be able to independently abandon mass mailings. The law allowing this will come into force on August 1.
