You can get a fine for feeding birds near residential buildings if this creates a sanitary and epidemiological threat. This was announced on July 30 by Sergey Kolunov, Deputy chairman of the State Duma Committee on Housing and Communal Services.

"Feeding pigeons and other birds in residential areas may result in liability under Article 8.2 of the Administrative Code of the Russian Federation ("Non-compliance with environmental protection requirements in the management of industrial and consumer waste"), there is such judicial practice. However, it is applicable only in cases where pigeon feeding poses a threat to sanitary and epidemiological well-being. Accordingly, this is not a fine for feeding, but for the consequences of it," he said in an interview with TASS.

It is specified that this article provides for liability for citizens from 2 thousand to 3 thousand rubles, for officials the fine is from 10-30 thousand rubles, for legal entities — up to 250 thousand rubles. In case of repeated violation, the amount of the fine increases. Residents who throw garbage out of the window or leave it in the entryway are also threatened with fines, but evidence of violations is needed to bring them to justice.

On June 12, State Duma deputy Alexander Yakubovsky said that from September 1, 2025, a decree banning the keeping of certain types of wild animals at home will come into force in the Russian Federation. These include large predators, venomous snakes, birds of prey, marine mammals, as well as most primate species. In total, the document lists 121 species of animals that have been banned.
