Starting from August 1, Russians will be able to opt out of spam mailings.
Russians, in accordance with the law, which will come into force on August 1, will be able to independently opt out of mass mailings. This was announced on July 29 by Anton Nemkin, a member of the State Duma Committee on Information Policy and federal coordinator of the Digital Russia party project.
According to him, a citizen will be able to refuse spam through the personal account of his telecom operator or in its equivalent — a mobile application. This, as the deputy noted, is a simple and convenient solution that aims to ensure the comfort of users and protect them from fraudsters who often use mailing lists for their own selfish interests.
"The new order will help make such schemes less widespread and less effective. The next stage is a ban on mass calls without the consent of the subscriber from September 2025," Nemkin said in an interview with RIA Novosti.
In addition, he noted that by the end of the year, a service will appear on the Gosuslugi portal, through which it will be possible to complain about violations, and telecom operators will be required to stop mailing at the request of the subscriber.
The relevant bills, in the context of the growing number of cyber threats, as the deputy clarified, in the future will allow the subscriber to independently decide who exactly can contact him electronically.
On July 25, the Federation Council approved a bill on cybersecurity and countering extremism, according to which penalties will be imposed for intentionally searching for materials prohibited on the territory of the Russian Federation, as well as advertising VPN services. Chairman of the Federation Council of the Russian Federation Valentina Matvienko noted that it is important to make efforts to explain this bill to citizens.
