A possible face-to-face meeting between Russian President Vladimir Putin and Ukrainian leader Vladimir Zelensky makes sense only if the parties agree in advance on the key parameters of the settlement agreement. This statement was made on July 23 by Vladimir Medinsky, Assistant to the President of the Russian Federation and head of the Russian negotiating group.

"As we say, the end is the crown. It makes no sense to meet in order to discuss all this from scratch," he told reporters in Istanbul following the results of the third round of negotiations.

According to him, the leaders' meeting should not turn into another round of negotiations. The main purpose of such a meeting may be solely the signing of a document, if by the time of the negotiations the parties have completed the elaboration of its contents, the presidential aide believes.

Earlier in the day, Medinsky said that Russia had offered Ukraine the exchange of at least 1,2 thousand more prisoners of war from each side. He also added that the Russian side repeated the proposal to introduce short humanitarian pauses.

The delegations of Russia and Ukraine completed the third round of negotiations in Istanbul on the evening of July 23. The discussion of the representatives of the countries was held in a closed format, without the staff of the press service. The negotiations lasted about an hour.
