The Latvian authorities have demanded that Russian citizens who have not applied for permanent residence status in the European Union (EU) leave the country. This was announced on Friday, July 18, on the website of the Office of Citizenship and Migration (PMLP).
The residence permit has expired for 841 Russian citizens residing in Latvia. According to the amendments to the immigration law, Russians who previously had permanent residence in the republic had until June 30 to submit documents for applying for EU permanent resident status, including confirmation of passing the Latvian language exam. If these requirements are not met, foreigners are required to leave Latvia by November 30, 2025.
"If a person has failed the state language proficiency test at least once by June 16, 2025 and has registered for a repeat exam by September 30, they can apply by October 31 of this year," said Mayra Rose, head of the PMLP.
On July 2, the Consular Department of the Russian Foreign Ministry announced that the Lithuanian and Latvian authorities had decided not to recognize Russian five-year non-biometric passports. The ministry warned that Russian citizens who have a temporary and permanent residence permit in Lithuania must issue a ten-year biometric passport by December 1 this year.
