The government has ruled out using cheap substitutes for child car seats
The Russian government has tightened the rules for transporting children in a car. Now straps, adapters, retainers, and seat belt pads cannot be considered a "child restraint system." The corresponding decree was signed by Russian Prime Minister Mikhail Mishustin.
"A child restraint system (device) is a design designed to transport children in a vehicle in order to reduce the risk of harm to their lives and health. Straps, flexible elements with buckles, adapters, fasteners, seat belt pads and other similar items are not child restraint systems (devices)," RIA Novosti cites the contents of the document.
