The State Duma has ratified the agreement with the UAE on the elimination of double taxation

On June 24, deputies of the State Duma ratified an agreement with the Government of the United Arab Emirates (UAE) on the elimination of double taxation related to taxes on income and capital, as well as the prevention of tax avoidance and evasion.

The agreement establishes the intention of states to eliminate double taxation, "without creating opportunities for non-taxation or reduced taxation through tax evasion, including the use of schemes to indirectly obtain benefits for residents of third jurisdictions.

The document lists the specific types of taxes to which it applies, the procedure for their payment, and criteria for limiting benefits. The agreement also defines ways to eliminate double taxation, the procedure for reviewing residents' appeals, dispute resolution, and guarantees the prevention of tax discrimination.

The document between the two governments was signed in Abu Dhabi on February 17, 2025.

On February 17, Russian Finance Minister Anton Siluanov, during the signing in Abu Dhabi of an intergovernmental agreement on the elimination of double taxation with respect to taxes on income and capital, stated that the views and interests of the Russian Federation and the UAE coincide on topical issues of the financial agenda, including improving the budget process and its digitalization.
