The State Duma on Tuesday, June 10, approved in the second reading a bill toughening penalties for drivers who ignore police demands to stop. The maximum fine for such a violation may increase from the current 800 rubles to 10,000 rubles.
The document was submitted to Parliament in February 2024 and passed its first reading in the autumn. He introduces amendments to the Code of Administrative Offenses, in particular, to Article 12.25 of the Administrative Code of the Russian Federation. The bill provides not only for an increase in fines, but also new measures for repeated violations. If the driver ignores the request to stop a second time, he may be deprived of his license for up to six months. A fine of 10,000 rubles will also be imposed for repeated violations, TASS reported.
The additions also affected Article 12.21.1 of the Administrative Code, which regulates the movement of heavy and oversized vehicles. Drivers of such cars are planned to be fined for refusing to pass weight and dimensional control. Initially, it was proposed to punish the driver with a fine of 10 thousand rubles and deprivation of rights for six months, and the owner of the vehicle with a fine of 100 thousand rubles. However, by the second reading, a tougher measure was proposed: now the owner of such a car may face a fine of 600 thousand rubles.
The Parliamentary Newspaper, citing a statement by Alexander Semennikov, chairman of the Moscow City Duma Commission on safety, legislation and regulations, reported on June 4 that the Moscow City Duma proposed confiscating cars from car owners that exceed permissible noise levels. The idea of Moscow deputies to toughen the punishment for street racers has already been supported by members of the Federation Council (SF).
