In the Moscow region, a feature for recognizing the use of a phone while driving began to be massively introduced into photo-video fixation complexes. This was announced on May 22 by the Moscow region Ministry of Transport.

According to Marat Sibatulin, Minister of Transport and Road Infrastructure of the Moscow Region, 30 complexes are currently recording this type of violation, and 105 cases of drivers using mobile devices have already been identified. The high severity of the consequences of an accident, where drivers were distracted by phones, "forces us to work ahead of schedule," he said.

The fine for using a smartphone while driving in case of automatic camera fixation is 1.5 thousand rubles.

Three years ago, photo and video fixation complexes in the Moscow region began to fix unbuckled seat belts. Since the beginning of 2025, more than 133 thousand rulings have been issued against drivers and passengers for this violation. An unbuckled belt is recognized by about 250 photo-video fixation complexes. In total, more than 1,8 thousand stationary complexes operate on the roads of the Moscow region, more than a third of them can recognize the absence of a seat belt and the use of phones by drivers.

On May 20, it was reported that the State Duma proposed banning the perpetrators of road accidents from driving vehicles until compensation for damage caused in a road accident. This can be an effective way to enforce a court decision and compensate for material damage caused in an accident, the authors of the bill believe.
