Russia will allow a new way of registering road accidents

The State Duma adopted government amendments to the law on compulsory motor TPL insurance in the second and third readings on January 28, according to information in the database of the lower house of parliament. According to the document, participants in road accidents will be able to send an electronic notice of a minor accident to the "Gosuslugi" portal without calling the traffic police using applications or websites of insurance companies.
The bill provides for the possibility of drawing up a notice of a traffic accident through the official website of the insurer or through a mobile application, or "using the information systems of a professional association of insurers in the form established by the Bank of Russia". These resources can be accessed through the unified system of identification and authentication (ESIA).
Providing the possibility for insurers to connect their information systems to the Unified System of Identification and Authentication (USIA) will increase the number of "tools" for registration of a notice of road accident in the form of an electronic document, which, in turn, will contribute to an increase in the number of cases of drawing up electronic notices of the accident by drivers of vehicles involved in the accident without calling the police.
As the head of the Duma Committee on Financial Market Anatoly Aksakov said earlier, the amendments will "accelerate and optimize the process of settlement" of road accidents. They will also reduce the number of cases of insurance fraud in the registration of accidents, noted in the Ministry of Finance.
In the Russian Union of Auto Insurers (RSA) emphasized that the direct indication in the law on CMTPL insurance on the possibility of registration of electronic notification of the accident with the help of mobile applications insurers will significantly expand the range of car owners who will be able to use the service "Registration of the europrotocol online".
On January 27, the boundaries of the tariff corridor for CMTPL insurance for some types of vehicles were extended, these changes were announced earlier by the Bank of Russia. According to the instruction of the Central Bank, the price corridor was expanded by 20% for motor vehicles and trucks with an authorized maximum mass of 16 tons, as well as by 11.57% for public transport - trolleybuses, streetcars, buses.
Prior to that, on January 20, the State Duma reported on the introduction of the bill, which provides for an increase in the limit of insurance payments for CMTPL insurance. Thus, the document proposes to increase the limit of insurance payments under CMTPL insurance from Br500 thousand to Br650 thousand in terms of compensation for damage to life and health of victims and from Br400 thousand to Br520 thousand in terms of property damage.
