The Russian Ministry of Education and Science has proposed updating the rules for determining the number of paid places in Russian universities, taking into account the quality of training and the demand for graduates. This was announced on October 23 in the department.

"According to the draft order, paid places will be established primarily for specialized universities with a scientific school, laboratory facilities and partner employers, whose graduates are successfully employed," the agency told RIA Novosti.

It is specified that the draft order has been prepared for the 2027/28 academic year and provides for the extension of the current rules until March 1, 2033. When calculating the number of places, the Ministry also intends to take into account the share of a particular university in the total number of students in the region. The ministry explained that this approach will allow assessing not only the results of an individual university, but also the balance of the higher education system in a particular subject.

"This allows us to redistribute places from mass areas (economics, management, law), where there is an oversupply of personnel, to technical and applied specialties experiencing a shortage of specialists," the Ministry of Education and Science noted.

As the head of the ministry, Valery Falkov, added, regulation of paid admission should encourage universities to develop high—quality educational programs, and applicants should choose specialties that are in demand by the market.

On October 23, Falkov announced that the Russian Ministry of Education and Science had reduced the number of school Olympiads from 83 to 60, the winners of which could gain an advantage in university admission. Falkov explained that the decision was made taking into account the results of the examination of the Russian Council of School Olympiads. In addition, he called for an increase in the number of budget places at leading universities in popular areas of study and suggested that Olympiad achievements should be awarded only to students in grades 10-11.
