Starting from October 1, the procedure for providing dental care will change in Russia.

The updated procedure for providing dental care to adults will come into force in Russia on October 1, 2026. The relevant order of the Ministry of Health has been published on the official Internet portal of legal information. The new rules will replace the procedure that has been in effect for more than 25 years.

One of the main changes concerns pain relief. According to the document, if medical manipulations can cause pain, they should be performed with anesthesia. In some cases, dental care may be provided using an anesthetic aid.

The new requirements also provide for increased oncological alertness. Dentists should identify signs of malignant neoplasms of the oral cavity during the appointment. If cancer is suspected, the patient will be referred to an oncologist.

The requirements for equipping dental offices will also change. Dental departments and offices should have automatic external defibrillators, first aid kits, and emergency medications for anaphylactic shock.

In addition, the updated procedure expands the list of specialists who can participate in the provision of primary dental care. In addition to dentists, it will be provided by paramedics, hygienists, dental technicians and dentists. If necessary, they should refer patients to specialized specialists.

Dental care in the new order is divided into three levels: primary, specialized and high-tech.

The new rules are designed to improve patient safety, make treatment less painful, and enhance early detection of oral diseases, including cancer.
