The rules of transportation in trains will change in Russia from September 1, 2026
Starting from September 1, 2026, the rules for passenger transportation by rail will change in Russia, including the procedure for selling tickets for people with limited mobility. This became known on July 31 from the order of the Ministry of Transport of Russia.
"To amend the Rules for the transportation of Passengers, baggage, and cargo by rail. <...> This order comes into force on September 1, 2026," RIA Novosti cites the contents of the document.
According to the new rules, when buying a ticket for a long-distance train, a passenger will have to provide a phone number or email address to receive notifications. The carrier will send information about train cancellations, route changes, or replacement of rolling stock to the specified contacts.
The changes are also aimed at increasing the accessibility of rail transport for passengers with disabilities. Carriers will restrict the sale of specialized seats in the public domain so that passengers using wheelchairs can purchase them first.
It is noted that passengers with disabilities who do not use wheelchairs will be able to apply for tickets to specialized seats no earlier than 10 days before the departure of the train. This will keep such places accessible to people who need them in the early stages of sales.
In addition, accompanying persons will not be able to purchase specialized seats without simultaneously arranging the passage of a passenger with a disability. The requirement to return tickets with seats for commuter trains only through railway ticket offices will also be excluded from the rules.
On July 30, the Ministry of Transport announced that from September 1, 2026, new rules governing the work and rest regime of car drivers will come into force in Russia. Drivers' weekly uninterrupted rest must be at least 45 hours and provided no later than the beginning of the seventh working day after the end of the previous rest period.
