In the first quarter of 2026, Russian organizations earned 8.4 trillion rubles, 20% less than a year earlier, according to Rosstat data (Izvestia studied them). But the fall hardly affected budget collections: income tax brought a record 1 trillion to the federal treasury, and revenues increased by a third compared to the same period in 2025, Federal Tax Service statistics showed. The main reason for this gap is the increase in the tax rate, explained Elsa Perepelkina, an expert on business tax support. Since 2025, it has grown from 20% to 25%. However, only the federal budget has benefited from this: since then, 8% has been allocated to the center instead of the previous 3%, while the regional part has remained at 17%.
That is, now, for every 100 rubles of profit, companies transfer 8 rubles to the center instead of three, while the regions still receive the previous 17. Therefore, federal revenues were able to grow even against the background of falling business revenues. This is a significant help for the deficit treasury, experts said.
The regions, on the contrary, immediately felt the compression of the tax base. According to the Federal Tax Service, revenues to the budgets of the subjects in the first quarter decreased by 12%, to 1.4 trillion. Formally, their share has not changed, but it is considered to be from the smaller profits of the companies. As a result, if you add up the federal and regional parts, the total increase in income tax charges was only about 2% year-on-year, Izvestia calculated.
Why have receipts increased?
Such an increase in fees has become an additional pressure for businesses, said Alexander Shkarupa, founder of the Dynamics event agency. According to him, the tax burden on the industry increased by 0.3% in 2025 against the background of lower profitability. At the same time, the costs of companies continue to grow, including due to logistics and the general macroeconomic situation, while margins are decreasing.
The increase in revenue does not go well with the general state of the economy, which is now far from "overheating" in terms of income, says Dmitry Lomakin, managing partner of Formula Consent law firm. In his opinion, it's not just a matter of changing the tax rate, but also a sharp increase in tax control.
After the campaign to "clean up" the VAT gaps, the fiscal authorities shifted their attention to income tax, the expert noted. According to him, in 2026, companies in many regions began to face additional charges for this particular payment more often.
This is confirmed by statistics, he said. In the first quarter, the number of on—site inspections of the largest taxpayers tripled, and the amount of additional charges increased eight-fold.
Another factor is the technical effect of the transition period, the experts of the CMAKP note in their review (Izvestia has reviewed it). At the beginning of 2025, some of the payments were still related to the profits of 2024, so now the budget has felt the result of tax changes more strongly.
At the same time, the main contribution was made by certain large industries with a high tax base, primarily banks, trade and part of the raw materials sector, said Vladimir Chernov, analyst at Freedom Global.
How much will the treasury receive from the income tax for the year
In the future, such rapid revenue growth may slow down, says Dmitry Lomakin of Formula Accord. In his opinion, the main surge in the first quarter was caused by one-time additional charges based on the results of inspections, and this effect will gradually be exhausted.
Further dynamics will depend not so much on tax changes as on the actual profits of companies, said Vladimir Chernov from Freedom Global. According to him, the picture here is less clear: high key interest rates, expensive loans and weak demand continue to put pressure on business.
As a result, the annual tax receipts to the federal budget may still be higher than last year's — by about 5-15%, Vladimir Chernov admitted. However, such a pace as in the first quarter is likely to continue. A new leap is possible only if large profitable industries — primarily banks, trade and the commodity sector — show strong results in the second and third quarters, the expert concluded.
The experts' estimates differ. In 2025, the income tax brought about 4 trillion rubles to the federal budget. Ekaterina Golubtsova, Associate Professor at Plekhanov Russian University of Economics, believes that by the end of 2026, enrollment under this article may increase by at least 25%.
Thus, the income tax record is not so much a story about the rapid growth of business as about the redistribution of money in favor of the federal budget and stricter control. This is a fast source of income for the treasury, but it is an alarming signal for the economy: it becomes more difficult to collect more from companies if they earn less.
