Party choice: "New People" approved the federal list to the State Duma
The New People have identified the leaders of the federal list for the State Duma elections. It includes the head of the National Assembly, Alexei Nechaev, the Vice Speaker of the State Duma, Vladislav Davankov, and deputy Sardana Avksentieva. The decision was made at the party's congress, where its leader called for a transition to a "policy of trust." The delegates also approved 382 candidates for the State Duma elections: experts believe that the party will be able to increase the number of deputies in parliament. To expand the electorate, the political force invites new people to join it, in particular, the rapper Guf will join its ranks.
Who was included in the federal list of the party
On the first day of July, the third stage of the VI Congress of the New People Party took place in the Lomonosov cluster of the Moscow State University Scientific and Technical Center. His main outcome on the eve of the State Duma elections was the approval of the leaders of the federal list. The head of the party, Alexei Nechaev, will go under the first number, the deputy speaker of the State Duma, Vladislav Davankov, will go under the second number, and the ex—mayor of Yakutsk, deputy Sardana Avksentieva, will go under the third number.
The composition of the list remained without surprises, as well as the key theses of Alexei Nechaev, who in his speech declared the need for a "new policy" in Russia.
— The state machine is too big and clumsy. Urgent decisions take weeks or even months to make. Is that really possible in the 21st century? We need a lively policy," said the leader of the New People.
In addition to the importance of renewal, he expressed a second, key and traditional thesis for the party: the need to abandon permanent bans and "normalize" the daily lives of Russians. He explained that the transition to trust means the right path of evolution. Whereas Russians do not want a revolution, which some opposition parties are calling for, remembering the lessons of the 20th century.
A total of 382 candidates for the State Duma elections were approved at the New People congress. The federal list includes 299 people: the three leaders already mentioned, as well as 296 party members, who were divided into 37 regional groups. They will be led by current State Duma deputies whose names are already well-known among local voters: Ksenia Goryacheva, Yaroslav Samylin, Rosa Cheremis, Amir Khamitov, Georgy Arapov, Sangaji Tarbaev, Alexander Demin, Anna Skroznikova and Anton Tkachev.
The party has nominated 83 candidates in single-mandate constituencies. Their average age is 38, and many of them are entering politics for the first time, which is quite consistent with the name of the party. It is obvious that this political force is betting on voting on the lists, since in the districts the opposition directly faces heavyweights from United Russia or the Communist Party, who have higher recognition and more resources. In the 2021 elections, New People carried 13 people on the lists, while no candidate from the party won in single-mandate constituencies. Later, two self-nominated candidates joined the faction.
What place will the "New People" take in the State Duma elections?
In his speech, Alexey Nechaev recalled that "New People" will be elected to the State Duma for the second time. Prior to that, the party, created in 2020, entered parliament in its first federal election. According to experts, during this time, the political force has occupied its niche in the general system.
Its electorate consists primarily of residents of large cities, young people and middle-aged voters, entrepreneurs, the self-employed, private sector professionals and representatives of the middle class. NLCs are oriented towards citizens who advocate the renewal of the political system, but at the same time prefer to act within the framework of existing institutions.
In order to expand the electorate, the party is actively attracting new faces to its ranks. For example, at the congress it became officially known that the rapper Goof would join it. Besides him, 14 other people joined the party at the congress, including blogger Elena Lisovskaya, TV presenter Timur Solovyov, singer Alexander Berdnikov (the Roots group) and others. By attracting new faces, the party relies on a segmentation strategy: each new candidate becomes a channel of communication between his established audience and the party itself, Tatyana Kosacheva, deputy head of the Department of political projects at the Polylog Group, told Izvestia. Thus, one popular personality can attract a whole group of fans to the NL electorate.
— As for Goof, it works with a youth audience, one that is usually overlooked. Unlike activists who interact with the authorities on an ongoing basis, these are "people from the street" — and they need their own voice, their own leader who understands their pains and problems, the expert said.
In the run-up to the elections, the main focus is on the domestic agenda, in particular, on supporting small and medium-sized businesses. "Every entrepreneur once believed in their future. And it is very important that the state does not become the reason why he stops believing in it," Sardana Avksentieva said at the congress.
Today, the NL faction in the State Duma has 15 deputies, and experts are confident that the party will be able to increase their number and bypass Fair Russia by taking fourth place. According to the forecast of the Agency for Political and Economic Communications, the NL will receive 6-8% according to the proportional voting system. However, it is unlikely to be possible to rise higher, since United Russia is traditionally strong, the Communist Party and the Liberal Democratic Party will fiercely compete for second and third places, respectively, Tatiana Kosacheva believes. According to the results of the FOM survey from mid-June 2026, "New People" are in third place with 8% of the vote, behind the Communist Party with 9% and the Liberal Democratic Party with 12%.
