In Russia, it has become much more difficult to enroll in the 10th grade, the parents of the students told Izvestia. Even one C on the exam becomes a serious obstacle to studying in high school classes. Experts expect that this year about 70% of ninth graders will go to technical schools and colleges. In 2025, this figure reached 63%, although a few years ago it did not exceed 50%. Why this happens is in the Izvestia article.

Who is not included in the tenth

It is becoming increasingly difficult to continue studying at school after obtaining a certificate of incomplete secondary education. Parents claim that teachers want to see students with very high grades in high school, and three or five children often apply for one place in the tenth grade.

— The average score of the certificate should be 4.5, the results of the OGE should be at least five. The only exception is for the Russian language — four is allowed here. A child's participation in the Olympiads is also mandatory," the mother of a student at one of the capital's schools told Izvestia.

According to another parent, Svetlana, at school they were offered two options: retake the exams in the fall if the grades were not good enough, or go to college.

— I will ensure that the child continues to study at school, even if he gets a C in one of the subjects. Now there are no triples in the certificate, and two fours have been received for the OGE, but the anxiety still remains. I believe that everyone should have the opportunity to study in the tenth grade," she stressed.

And Elena Bril, a mother with many children, told Izvestia that she had failed to defend the children's right to continue their studies at school. Her twins moved to a new educational institution two years ago, where, according to their mother, they did not have a good relationship with teachers, which caused their grades to deteriorate. Transferring to another class did not fix the situation, and the teachers convinced the teenagers that they would have problems with exams and it would be better for them to go to college.

— Without my knowledge, the children were urgently asked to apply for a waiver of two additional exams. They did just that. When I found out about this and asked to withdraw the application, my son categorically refused, saying that he would not pass the exams.: That's what his teachers told him," she explained. — My daughter left four exams, although she was stressed, crying and saying she was afraid of failing.

Ninth graders are required to take Russian and mathematics, as well as two elective subjects.

However, in the regions participating in the experiment to expand the availability of secondary vocational education — Moscow and the Moscow region, St. Petersburg, Tatarstan, Kamchatka Krai, Lipetsk, Murmansk, Rostov, Smolensk, Tver, Tyumen regions and in the Khanty—Mansi Autonomous Okrug - you can take only two compulsory subjects and then go to college.

According to Elena Bril, after the incident, the children do not want to attend school. At the same time, they do not have to count on a budget place in college, since the twins have a low average GPA.

— I am a conscientious taxpayer, but my children cannot receive free education. I'll have to pay for two in college and for the eldest in college. How to educate children if you are the only parent? — She added.

According to the ruling of the Constitutional Court, the norms of the Federal Law "On Education in the Russian Federation" do not allow ninth graders who have not passed individual selection for education in the tenth grade to be deprived of the opportunity to continue their studies at the same educational organization. In practice, this means that such students can be enrolled in a universal class at the same school or another one.

However, "simple" classes are not enough. So, in one of the Moscow schools, parents had to unite and write a collective statement (Izvestia has it) that they don't need a specialized class, but they need a regular one. But even here we faced difficulties.

— We were assured that they would try to open such a class for 25 students, but they can't promise for sure. We threatened that if there was no class, we would contact the prosecutor's office. As a result, it was opened in the building we needed for 22 people, and then five more students were enrolled there," said one of the applicants.

Izvestia asked the Ministry of Education and Rosobrnadzor for clarification, but at the time of publication of the material they had not received a response.

How to get a transfer

Refusal to enroll in the 10th grade is an excess of the director's authority, according to trial lawyer Klim Likhachev. He called what was happening the pursuit of a rating.

— The expulsion of a child in the presence of a submitted application for continuing education and passed the OGE exams only because of the absence of general education classes is illegal, — he explained.

According to Klim Likhachev, it is possible to achieve the organization of general education classes if only specialized ones are planned in the school. The request for this must be indicated in the application for continuing education and enrollment in the 10th grade.

— If the parents are active, the problem can be solved without a court dispute, — the lawyer emphasized.

Why do students choose colleges

The number of applicants entering colleges and technical schools is growing every year, State Duma Deputy Speaker Victoria Abramchenko, who oversees the development of the secondary vocational education system, told Izvestia. According to the Ministry of Education, 2025 was a record year — 63% of ninth graders decided to receive vocational education.

— The indicator is expected to grow in 2026. The trend is particularly pronounced in Moscow: according to preliminary data, the proportion of those who chose colleges is 20% higher than last year's level," the deputy explained.

In 2024, the Minister of Education of the Russian Federation Sergey Kravtsov reported that five years ago, about 43% of ninth-graders went to the vocational education system. And this year the figure may reach 70%, suggested Oksana Padalko, chairman of the Committee on Education and Science of the Parents' Chamber Union. However, the sharp increase in the number of students raises her questions.

— The influx of students to colleges is presented as an achievement, but still in some difficult fields, for example, in engineering or medicine, specialists must have higher education, and knowledge at the college level will not be enough, — she said.

In her opinion, if a child wants to continue his studies at school and then go to university, he should have such an opportunity. In recent years, according to Oksana Padalko, ninth graders have been actively promoting the idea of studying at colleges and technical schools, and parents prefer not to complain so as not to complicate the graduation year for their child.

"It's not uncommon for a school to have five or six ninth grades, and only two tenth grades remain," she added.

How much do colleges cost?

The number of budget places is limited both in colleges and universities, Oksana Padalko emphasized.

— Previously, there were few preferential categories, but now their list is expanding, while the number of free places remains the same. As a result, the competition becomes even tougher for applicants who apply on a general basis," she noted.

According to the expert, the cost of studying at a college in a large city is comparable to the price of studying at a regional university and can reach 150-200 thousand rubles per year. A high average grade of a certificate is often required for admission to the budget. For example, in medical colleges it reaches 4.9.

Nevertheless, it is possible to get free secondary vocational education, but the range of available specialties is very limited, Oksana Padalko emphasized. We are usually talking about working professions, for example, a car mechanic.

Victoria Abramchenko notes that government policy in the field of vocational education and training is aimed at expanding the budget mix, especially in areas in demand by the economy. This year, the number of such college places will increase by about 30 thousand and reach 880 thousand. Almost 60% of them are allocated for the training of technical specialists. The MP also stressed that the right to free public education is guaranteed by law.
