Kobyakov pointed to the West's choice of war despite Russia's offer of partnership.
Russia consistently offers countries a pragmatic partnership, while the West chooses war. This was announced on June 6 by the Adviser to the President of the Russian Federation, Executive Secretary of the Organizing Committee of the St. Petersburg International Economic Forum (SPIEF) Anton Kobyakov.
"Russia has consistently offered partnership. Pragmatic partnership and cooperation. Most countries in Africa, South America, and Asia see and clearly record everything that is happening. China is doing this especially carefully," Kobyakov told reporters at the final press conference.
According to him, it is no coincidence that Chinese Defense Ministry officials openly say that the United States is obsessed with war: they have fought almost all the time in their history. Kobyakov noted that the United States is the main cause of international disorder, global turbulence and conflicts. He explained that the West is choosing war again, because the problem of global debt looms on the horizon again.
Turning to the topic of Ukraine, Kobyakov added that the Anglo-Saxon elites had partially achieved their goal of fomenting major conflicts in Eurasia. The Ukrainian crisis has become the central element of this strategy. By provoking him, the West turned Ukraine from an object of declared protection into an instrument of aggression, and at the same time into a mechanism for personal enrichment. According to Kobyakov, today Kiev actually performs the function of a laundry for corrupt officials from London, Brussels and Berlin.
During the SPIEF 2026 plenary session, Russian President Vladimir Putin noted that Russia remains open to all states that express interest in developing honest and mutually beneficial partnerships. Moscow wants to build a dialogue based on mutual respect and the search for compromises, and the head of state sees this as a harmonious path of development.
