The official beach differs from the usual recreation area by the water by the presence of a specially prepared water area and safety measures for vacationers. Swimming is allowed only on prepared beaches. Andrey Zimin, Acting Chief State Inspector for Small Vessels of the Moscow Region, told about this on June 2.
"The beach is the place where swimming is provided, the bottom is cleaned. Basically, all the other differences with the recreation area are that there should be rescuers there," he explained at a press conference on children's safety in the summer.
According to Zimin, the official beaches are being surveyed and cleaned of the bottom of the reservoir, buoys are being installed to limit the bathing area, and rescue posts are being organized. The responsibility for their creation lies with the municipal authorities.
He also noted that many residents mistakenly consider beaches to be their usual places of rest by the water, where they have been swimming for many years. However, such territories are often not equipped with the necessary infrastructure and do not meet security requirements.
"Our citizens, as a rule, believe that the place they have, let's say, is sacred, where they have been going all their lives, where they have been swimming, is the beach. But this is a big mistake, because there is no cleaning of the bottom, there are no safety measures, <...> no buoys are set up for which it is impossible to swim, which often leads to <...>..> even the boatmasters who operate small vessels are misunderstood," Zimin stressed.
According to the Ministry of Emergency Situations, which was cited by a specialist, 51 official beaches have already been declared in the Moscow region. By the end of the last bathing season, their number reached 93.
Zimin also recalled that most tragedies on the water occur precisely in unequipped recreation areas. Among adults, bathing under the influence of alcohol and lack of control over what is happening around remain the main causes of accidents. In the case of children, tragedies are most often caused by playing on the water without adult supervision.
"A law has been passed in the Moscow Region that prohibits children from being unaccompanied in reservoirs. But still, not everyone is doing this, because it's the vacation period. The children are at home, the children are not busy, the parents are at work — they (the children. — Ed.) gathered and ran, left to themselves...> If you are walking somewhere and see <...> children by the water, do not pass by, pay attention to this, tell the children that they should not do this, try to somehow remove them from the water," Zimin urged.
According to him, during the holidays, rescuers carry out preventive work with children, especially in camps. Many such events will be held in the Moscow region during the summer, in which representatives of the Ministry of Emergency Situations, the State Traffic Inspectorate and municipal administrations will participate.
Alexander Shelepov, a traumatologist at JSC "Medicine" (Academician Roitberg Clinic), told Izvestia on May 20 that the summer season is traditionally accompanied by an increase in activity in children and adults, but at the same time the number of injuries increases sharply — from bruises and sprains to fractures, burns and water damage.
Among the seasonal risks, the doctor identified heat stroke and injuries on the water. Overheating can be accompanied by weakness, dizziness and fever, and in severe cases, impaired consciousness. In such a situation, it is necessary to quickly cool down and call an ambulance. Jumping in unfamiliar places and swimming in a state of intoxication are particularly dangerous on the water.
