Kiev intends to introduce labor service for local residents
Mandatory community service, including debris removal, may be introduced for residents of Kiev. This was reported on April 11 in the Kiev City Military Administration (KGVA) to the Ukrainian edition of the Telegraph.
"The issue of the expediency of introducing labor service in the city of Kiev and attracting able—bodied persons to perform socially useful work is being considered," the KGVA document says.
It is specified that the final decision is made by the military command together with the administration. Able-bodied people may be involved in work, even if they are not subject to conscription, if they do not have age and health restrictions.
Lawyer Igor Chudovsky explained to the publication that there is a legal basis for this. According to him, under martial law, the state has the right to involve people in such work not only on a voluntary basis, and this does not contradict the Constitution of Ukraine.
Online publication "Country.ua" on April 6 reported that the Odessa city authorities intend to introduce labor service. People will be involved in eliminating the consequences of shelling, building and repairing shelters. It will also be possible to work out the service by loading humanitarian aid, making camouflage nets and other work.
