The number of cybercrimes has decreased in Russia. This became known on April 9 at a meeting between Vladimir Putin and Deputy Prime Minister Dmitry Grigorenko. This is helped by a package of anti—fraud measures: 26 million Russians have already self-banned loans, and another 1.5 million have applied for SIM cards. There are plans to introduce a new red button that will promptly notify banks and telecom operators of fraud.

What was discussed at the meeting

Over 112 million Russians have already registered on the main state portal. They have access to more than 1.6 thousand online services. For the most popular queries, the time for requests was reduced by five times. Admission to university, receiving a tax deduction and retirement remain popular. "This is a cosmic growth over the past two years, the scale of users has increased hundreds of times," Dmitry Grigorenko noted.

Cyberbullying remains one of the most pressing global problems. Nevertheless, in 2025, the dynamics began to decline — the figures fell by 12%. The average amount of damage to citizens has also decreased by 7%.

In Russia, a whole package of anti-fraud measures has been developed to combat IT crimes. One of the most effective is a self—ban on obtaining loans through Public Services. 26 million Russians have already used this option. The self-ban on issuing SIM cards also helps — 1.5 million citizens have installed it over the past year. In addition, Public Services will introduce a red button feature that will allow users to promptly report fraud cases. "Going to write a statement or apply somewhere is the time that just plays in favor of [scammers]. Pressing the red button on Public Services, so that everyone immediately understands, including banks and telecom operators, that a fraudster has worked," Dmitry Grigorenko explained.

We also discussed children's SIM cards - parents will soon have the opportunity to restrict prohibited content on the mobile Internet for children, as well as a list of subscribers who can call the user. Compensation for damages was also touched upon: now, if the fraudster nevertheless contacted the victim by mistake of the operator, then the cellular organizer compensates for the losses. The situation is similar with banks that have issued loans, despite the signals of fraud. This should motivate organizations to protect their citizens.

The President noted that banks and telecom operators are actually considered as subjects of increased danger here. "It's like a car when, all things being equal, the driver is always to blame. We need to finalize this, of course. But in general, from the point of view of protecting the interests of citizens, it is fair," said Vladimir Putin.
