Pavel Gubarev, the former "people's governor" of Donetsk region, may face an administrative fine under the article on discrediting the Armed Forces of the Russian Federation. This was reported on February 18 by law enforcement agencies.

According to TASS, Gubarev was one of the leaders of the Donbass militia and was elected people's governor at a rally in Donetsk. Later, he did not take up a position in the newly formed government of the DPR. It is also known that in 2023 Gubarev was detained at the building of the Moscow Meshchansky Court during the announcement of the decision on the arrest of former DPR Defense Minister Igor Strelkov.
