The Ministry of Internal Affairs of Russia has taken the initiative to consider the introduction of a cooling-off period for cash withdrawals at banks, as well as to limit transfers using NFC technologies to up to 50,000 rubles per day. This was announced on February 18 by Deputy Head of the department Andrey Khrapov at the Cybersecurity in Finance forum.

"We have announced a norm such that some kind of cooling period is possible for issuing money from cash registers, <...> consider this possibility. Or, when transferring money through NFC technology, it may be necessary to limit it to 50 thousand rubles per day," he said.

Khrapov noted that schemes using droppers continue to transform. According to him, victims often withdraw funds from the cash register and transfer them to fraudsters' couriers or transfer money to droppers' cards using NFC, both directly and in reverse. At the same time, there is currently no cooling-off period for cash withdrawals, as well as restrictions on the amount.
