The Ministry of Finance has decided to ease the ban on incoming international calls
By the second reading of the second package of legislative measures to combat fraud, amendments may be introduced that will mitigate a number of initiatives. Thus, it is planned to adjust its initiative to completely ban incoming calls from abroad. This was announced at a meeting of the IT Committee of the State Duma by Deputy Head of the Ministry of Finance Ivan Lebedev.
According to him, the agency intends to adjust the proposal to completely ban incoming calls from abroad. It clarifies that the changes are necessary to preserve the possibility of free communication between Russian citizens and relatives and friends abroad.
"We will discuss this issue by the second reading, there will be additional adjustments," RBC quotes the deputy minister as saying.
Among the options discussed, the introduction of a "self-lock" mode is also being considered, which the user can turn on and off independently, similar to the mechanism of credit holidays. Additionally, the possibility of informing subscribers about incoming international calls via SMS notifications is being discussed.
Another amendment concerns the initiative to create a unified database of IMEI codes for mobile devices. The Ministry of Finance explained that there are no restrictions for citizens who purchase phones abroad for personal use. It is assumed that the measures will be aimed primarily against the import of large quantities of devices according to gray schemes.
On November 10, the Russian Ministry of Finance announced that mobile operators, in accordance with regulatory requirements, have launched a new mechanism to ensure security and protection against unmanned aerial vehicles (UAVs) using data from phone SIM cards. For subscribers who have Russian SIM cards, a "cooling-off period" is introduced for 24 hours: if the SIM card is inactive for 72 hours or when returning from international roaming.
