According to the newspaper, senior officials in Europe believe that US President Donald Trump is no longer perceived as a reliable trading partner, "much less a reliable security ally."

"There is a shift in US policy, and in many ways it is permanent. Procrastination is not the solution. It is necessary to take orderly and coordinated steps towards a new reality," a senior representative of one of the European governments told the publication.
