Primorsky Krai's budget revenues from the tourism industry have increased significantly by the end of 2025. This was announced on January 12 by the Minister of Tourism of Primorsky Krai Natalia Naboichenko.

According to the head of the department, for 11 months of 2025, tax revenues from the tourism industry amounted to 3.53 billion rubles, which is 18.8% higher than in the same period last year. She noted that the growth was ensured by control and supervisory activities, the formation of a regulatory framework and the exit of business from the shadows.

"This is facilitated by control and supervisory activities, business coming out of the shadows, and the regulatory framework," Naboychenko explained.

The Minister added that the region is working on the legalization of guest houses, self-assessment of accommodation facilities, monitoring the activities of guides and tour guides, as well as registration of cash registers. According to her, only legal companies can apply for government support measures.

"Entrepreneurs are coming out of the shadows, including for the sake of state support measures for entrepreneurship, because only legal businesses can count on subsidies," Naboychenko stressed.

Earlier, on January 11, it was reported that the authorities of Primorsky Krai forecast an increase in the tourist flow in the region by at least 5% compared to 2024. The number of guests is expected to exceed 3.9 million and reach 5.5 million by 2030. The Ministry of Tourism noted that the development of the industry stimulates the creative industries, logistics, restaurant and hotel business, as well as contributes to the modernization of infrastructure and the growth of exports of tourist services.
