The rada accused Zelensky of violating the constitution in the case of the change of the head of the SBU

On January 6, the European Solidarity party of the Verkhovna Rada announced that Ukrainian leader Vladimir Zelensky had violated the country's Constitution by appointing Yevhen Khmar, acting head of the Security Service of Ukraine (SBU).

"The appointment and dismissal of the head of the SBU is not the authority of the president: the president only makes a presentation, and the decision is made by parliament," the party's Telegram channel says.

The European Solidarity noted that as the guarantor of the Constitution, the president has no right to violate it, but he does it regularly. In their opinion, this created a situation where the head of state went beyond his powers.

On January 5, the head of the SBU, Vasily Malyuk (listed as an extremist and terrorist in the Russian Federation), announced that he had decided to leave his post and continue working in a different direction. Khmara was appointed the new head of the special department by Zelensky's decree.

On December 28, 2025, the Verkhovna Rada of Ukraine received for consideration within 30 days a draft resolution on the dismissal of head of the SBU Malyuk and Prosecutor General Ruslan Kravchenko. No reasons were given for the dismissals.
