Putin signed a law on tightening the rules for issuing microloans in Russia
On December 29, Russian President Vladimir Putin signed a law that gradually tightens the rules for issuing consumer loans by microfinance organizations (MFIs). The relevant document has been published on the official Internet portal of legal information.
It is noted that the law is aimed at strengthening the protection of borrowers' rights and reducing the debt burden of citizens. In addition, restrictions are imposed on the number of simultaneous loans. From October 2026, citizens will be able to have no more than two consumer loan agreements with the full loan value exceeding 200% per annum each.
The measures taken also provide for a general limitation of the number of existing consumer loan agreements concluded with one borrower, which should reduce the risks of excessive creditworthiness of the population.
On December 16, the State Duma adopted a law in the second and third readings that gradually tightens the rules for issuing consumer loans to citizens. According to the document, starting from April 1 next year, the amount of overpayment for such loans will be reduced from 130 to 100% per annum.
