The Central Bank of Russia does not plan to withdraw its lawsuit against the Euroclear depository against the background of the decision of the European Union (EU) summit to refuse a reparation loan secured by frozen Russian assets. This was announced on December 19 by the Chairman of the Bank of Russia, Elvira Nabiullina.

"We are not going to withdraw our lawsuits yet," she said.

Nabiullina explained that the question of how the court's decision will be enforced and the damage will be compensated will be determined after the verdict is passed and enters into force.

She also noted that the Central Bank is considering the possibility of protecting its interests in international courts and arbitrations with subsequent enforcement of their acts in other countries.

On December 19, the Moscow Arbitration Court received a petition from the Central Bank to consider the case against Euroclear behind closed doors. The court had previously scheduled a preliminary court hearing for January 16, 2026 at 10:00 a.m. (Moscow time) based on the Central Bank's statement of claim.

On December 12, the central bank announced that it would file a claim for damages against Euroclear in the Moscow Arbitration Court. The Bank of Russia clarified that as a result of Euroclear's actions, the regulator lost the ability to dispose of its funds and securities.

In response, Euroclear declared its readiness to defend itself in Russian courts on claims due to the blocking of Russian assets. EC official representative Paula Pinho said that the European Union (EU) is confident in the legality of the use of frozen assets of the Russian Federation.
