Artificial intelligence technologies remain a strategic direction for Russia's development: by 2030, the contribution of AI to the country's GDP should exceed 11 trillion rubles. This was stated by Vladimir Putin on November 19 at the Artificial Intelligence Journey 2025 conference. The President instructed the government to create a headquarters for the management of all AI-related activities, as well as to formulate a national plan for its implementation. The impact of technology on the labor market was also discussed at the forum: BEAC, for example, by the beginning of 2026, intends to reduce 20% of its staff "from among the inefficient employees" that AI helped identify. At the same time, new technologies also entail threats. In particular, students are increasingly using AI when doing homework.

What new technologies were presented at the conference

The international AI Journey-2025 conference dedicated to artificial intelligence has started its work in Moscow. Its organizer, Beber— is holding this event for the tenth time. During this time, both technologies and their field of application have changed beyond recognition: if earlier this industry was approached with caution, now there is practically no area where AI would not be involved.

Traditionally, experts on this platform discuss how artificial intelligence becomes a human ally in work, science, education and caring for the planet. The forum brought together AI community experts from Russia, China, India, Serbia, Brazil, Bahrain, the USA and Malaysia. Vladimir Putin, who traditionally speaks to conference participants and personally gets acquainted with innovations, has repeatedly spoken about the importance of integrating artificial intelligence into different industries.

The developers once again found something to surprise the president with: the head of state, for example, was shown the first Russian humanoid robot named Green. He not only personally talked about the features of AI, but also showed what he is capable of. The android danced in front of the president to the folk song "The Sun rose high".

"More than forty sensors allow me to move smoothly, confidently keep my balance and safely interact with people," the android said.

A new generation ATM was also presented to the head of state and everyone else at the conference. In addition to the usual functions, it is equipped with an AI assistant with voice control and an express health assessment service. The device has no analogues in the world. During its development, applications were filed for 11 patents for original technical and design solutions. To get an assessment of their physical condition, the user needs to look at the device's camera. The device will detect pulse, blood pressure, stress and fatigue levels, body mass index, as well as cholesterol and glucose levels in the blood. At the same time, it is important that the indicators do not replace the doctor's decisions, but they may become a reason to contact specialists. Starting in December, new ATMs will be installed throughout the country.

An updated version of the GigaDoc medical assistant with a digital avatar of a doctor was also presented at the site. It identifies the risks of developing diseases and allows you to get the results of measuring health indicators with a description and recommendation from a specialist. The system uses 15 seconds of video to determine 20 health indicators, including stress levels, mood, body mass index, pulse, blood pressure, heart rate variability, total cholesterol, hemoglobin, as well as the risks of developing cardiovascular and metabolic diseases. Vladimir Putin, examining this innovation, was impressed by the speed of the analysis and said that he had recently undergone a two-day medical examination.

— I just had an annual checkup, it took me almost two days, with an overnight stay at the clinic. I went there in the afternoon and left the next day. Thank God, everything is fine," the head of state shared.

Vladimir Putin was also told about the use of the GigaChat neural network to process citizens' appeals to the "direct line" with the president. The Head of State confirmed that it will take place at the end of the year.

Among other innovations, the guests of the site were shown a simulator of road scenes for testing autopilots — it works as a game engine in which you can navigate along a virtual road, control cars and pedestrians, exploring scenes from any angle.

"The simulator software will be publicly available," Dmitry Senyushkin, one of the developers and head of the Autonomous Vision research group at the AIRI Institute, told Izvestia. — Creation, testing and certification of algorithms for autonomous vehicles is an important task of the industry. Therefore, we have chosen the scientific path and are developing the project as an open research. This will help make autonomous transport safer and more efficient.

Developments also affect the most seemingly unobvious areas. For example, the zoos of Russia, which contain dozens of species of rare animals. An AI assistant has also been developed to help them.

— There are very few specialists in the treatment of such species worldwide: in the Russian Federation there are less than 50 experts on Amur tigers, 10 experts on walruses and only one on camels. We collected research and practices from leading experts and created virtual experts based on AI. The GigaChat system allows you to receive accurate consultations. Technology is already helping with manuls and polar bears. It is also prepared for leopards. In the near future, Russian development will be available in all languages and will help support specialists in any country, the developers told Izvestia.

What is the danger of artificial intelligence development?

The Head of State addressed the participants of the AI Journey-2025 plenary session. The main message of his speech was about the importance of further developing the field of AI, despite the already considerable successes. Today, the country is creating intelligent assistants, AI agents, unmanned vehicles, and robots that make increasingly autonomous decisions without human intervention.

— Those who already own and use such products gain significant advantages in efficiency and productivity. It is obvious that generative and artificial intelligence technologies are becoming key and strategic for the possession of their own fundamental language models, and not only the largest companies, but also entire leading states are competing for this," Vladimir Putin said.

For example, at the conference, the head of the Savings Bank, German Gref, said that by January 1, 2026, he would reduce 20% of the staff from among inefficient employees. They were identified using artificial intelligence.

The development of AI remains one of the largest technological projects in history, the head of state stressed. By 2030, the contribution of AI to the country's total GDP should exceed 11 trillion rubles, the president estimated.

At the same time, he called for avoiding dependence on foreign neural networks. Moreover, he called it a matter of state, technological and value sovereignty. To do this, the country must have a whole range of its own technologies in the field of generative AI, in particular, national language models. The development of domestic systems should be fully controlled by Russian specialists. Against this background, the president instructed the government and the regions to form a national plan for the introduction of generative AI.

— It's not enough anymore. We need a real industry management headquarters. If we want this work to proceed confidently, aggressively, in all the areas I have mentioned above, that is, by industry, by region, by ministry, and by department. We need a staff that can really set goals, achieve fulfillment and monitor results," the President stressed.

The other side of the issue is the further development of the entire national energy infrastructure, including advanced modern ecological coal generation and other clean energy sources, including nuclear power. The country already has unique solutions that can be used to power data centers: Russia is going to switch to mass production of small nuclear power plants (NPP).

The growing potential of the domestic nuclear energy industry will allow Russia to consistently expand computing power for artificial intelligence, the head of state added. In the next two decades, Russia will build 38 nuclear facilities with a total capacity almost equal to the current nuclear generation.

The participants of the plenary session discussed in detail one of the acute problems that have arisen with the development of AI — schoolchildren and students use it when doing homework, which affects the quality of learning. They also discussed the lack of understanding among many teenagers of the need to learn, for example, foreign languages.

— It's one thing to read, say, "War and Peace" in the original, but another thing in translation. This is especially true of poetry. It's one thing for Heine, let's say, to read in translation, even in a very good one, but another thing is in the original. There are so many nuances. There can be no absolute translation, it is impossible, because you cannot convey the subtleties of what the author is talking about. And when you know the language, you immerse yourself in these subtleties. You know, well, at least in part you begin to understand the soul of native speakers, the soul of this culture," the president emphasized.

Against this background, Vladimir Putin instructed the entire education system — from the Ministry of Education and the Ministry of Education and Science to local pedagogical staff — to develop an approach to learning so that AI helps children develop their skills.
