Residents of apartment buildings who violate the peace of their neighbors may be punished with fines. This was stated on November 1 by Honored Lawyer of Russia, former head of the Office of the Commissioner for Human Rights Ivan Solovyov in an interview with 360.ru .

Solovyov commented on the situation when one of the neighbors excessively clutters up his home, explaining that in this case two norms collide: the right of ownership and the requirements of the housing code, which implies the intended purpose of the premises.

For example, residential premises cannot be used for commercial purposes such as manufacturing or hotel business. Owners are also required to maintain housing in such a condition that it does not violate the rights and interests of other tenants. There is also a law on the responsible treatment of pets.

"The main criterion is whether a person violates the peace of neighbors, sanitary and epidemiological requirements, and whether such an environment threatens the safety of the animals themselves," the expert concluded.

Earlier, on October 30, State Duma deputy Sergei Kolunov said that residents of apartment buildings who leave their personal belongings, including shoes, strollers and bicycles, in vestibules and corridors of entrances, can be fined for violating fire safety rules. According to him, the presence of foreign objects in the entrances significantly increases the risk of fires and makes it difficult to evacuate in case of an emergency.
