Residents of apartment buildings who leave their personal belongings, including shoes, strollers and bicycles, in the vestibules and corridors of entrances, can be fined for violating fire safety regulations. This was announced on October 30 by State Duma Deputy Sergei Kolunov.
"Residents often take up space in porches or vestibules with strollers, scooters and bicycles, and sometimes they even begin to store, store and leave shoes there. They believe that it is safe and saves space in the apartment, but this behavior violates the rules of fire safety and the rules of technical operation of the house," TASS quoted him as saying.
He stressed that the presence of foreign objects in the entrances significantly increases the risk of fires and makes it difficult to evacuate in case of an emergency. 20.4 of the Administrative Code ("Violation of fire safety requirements") for individuals — from 5 to 15 thousand rubles, for legal entities — from 300 to 400 thousand rubles.
Kolunov also advised residents to contact management companies if they notice that neighbors leave personal belongings in unintended places. In this case, the management company will conduct an audit and demand that the violations be eliminated. If the instruction is ignored, the Criminal Code may apply to the Housing Inspectorate, the Ministry of Internal Affairs and the Ministry of Emergency Situations, which will lead to the application of penalties under Article 20.4 of the Administrative Code.
