The President of Montenegro, Yakov Milatovich, said that the country will soon introduce visas for Russian citizens, despite the dependence of the tourism industry on Russians. He announced this on October 17 in an interview with Politico newspaper.

"What we are trying to do is to delay this [the introduction of visas] as much as possible so that we still support our tourism sector," Milatovic said.

Milatovich expressed concern about the influx of Russian money, saying that the country is in a "kind of vacuum" without having full access to European Union (EU) funds. Despite this, the President stressed that Montenegro will coordinate the visa regime with the EU in the near future. Currently, Russians can stay in Montenegro without a visa for up to 30 days.

The Euractiv portal reported on September 15 that a number of EU countries are in favor of a complete ban on the entry of Russian tourists into the bloc. The ban will require the support of a qualified majority of EU countries.

On October 5, Poland cancelled the visas of representatives of the Russian Public Institute of Electoral Law (ROIIP), who were supposed to participate in the Organization for Security and Co-operation in Europe (OSCE) conference.

Later, Germany complicated the criteria for issuing both Schengen and national visas to Russian citizens as part of the new, 19th package of anti-Russian sanctions. It clarifies that Russian applicants who do not have compelling reasons to travel should be prepared for longer and more thorough application review procedures.
