A draft law on exemption from state duty for inheritance registration has been submitted to the State Duma.

A group of deputies from the Liberal Democratic Party, led by Leonid Slutsky, has developed a bill that proposes to exempt low-income citizens from paying state duty when registering an inheritance. The document was submitted to the State Duma on October 10, and it was reviewed by TASS.

"According to Rosstat, 10.5 million Russian people have incomes below the subsistence level. And, imagine, citizens who barely have enough money for food, medicines and housing and communal services, according to the law, have to pay the state inheritance tax. Which is often expressed in an unbearable amount for them," Slutsky said in an interview with the agency.

The bill proposed by the deputies of the faction provides for amendments to the Tax Code of the Russian Federation, which will exempt citizens with incomes not exceeding one and a half times the minimum subsistence level in the region from paying state duty upon receipt of a certificate of inheritance.

At the moment, the state duty rate is 0.3% of the value of the property for close relatives and 0.6% for other heirs. However, as indicated in the explanatory note to the draft law, high state fees make inheritance registration inaccessible to low-income citizens, which can lead to illegal ownership of property, violation of rights and conflicts.

Slutsky noted that this initiative is aimed at protecting the most vulnerable category of citizens, stressing that more than 10 million Russians have incomes below the subsistence level. He added that the adoption of the bill would ensure justice and equality of citizens' rights, regardless of their financial situation.

Earlier, on July 23, Russian President Vladimir Putin signed a law on halving the state fee for notarization of contracts for the donation of real estate to family members and close relatives. Parents of disabled children are also exempt from state duty when submitting applications to the courts on issues of limitation or deprivation of legal capacity. The same measure applies to appeals to the court related to the disposal of income of minors.
