The military presence of other countries in Afghanistan can lead to destabilization and new conflicts. This was announced on October 7 by Russian Foreign Minister Sergei Lavrov.

"We confirm the categorical unacceptability of replacing the military infrastructure of third countries on the territory of Afghanistan <...> The military presence of non-regional players can lead to destabilization and new conflicts," Lavrov said, speaking at the opening of consultations in the Moscow format on Afghanistan.

He recalled that the Afghan government would not allow the deployment of foreign military bases on its territory, including the base in Bagram. Lavrov also stressed that the history of Afghanistan knows of many cases of foreign military presence, and everyone had to draw the right conclusions from this experience.

On September 21, US President Donald Trump announced that he expected Afghanistan to transfer Bagram Air base to the control of the United States. He noted that Washington wants to return it as soon as possible, literally immediately. In addition, the American leader threatened consequences if Afghanistan refused to comply with the demands of the United States.

On the same day, the Afghan authorities called on Washington not to repeat "past unsuccessful approaches" and to show rationality in their actions, without threatening to use force against the territorial integrity of another country. Kabul recalled the Doha agreement between the Taliban and the United States. According to the document, Washington pledged "not to use or threaten the use of force against the territorial integrity or political independence of Afghanistan, as well as not to interfere in its internal affairs."
