Drivers in Russia may lose the chance to avoid a fine for tinting
The Russian government has prepared a draft law that plans to exclude the possibility for some drivers not to pay fines for excessive tinting of windows. This was reported by Kommersant on September 29.
The Cabinet of Ministers intends to close a loophole according to which car owners from South Ossetia, Abkhazia, Armenia and Georgia may not comply with the norms of the Administrative Code regarding the punishment for tinting, since they have the opportunity to use their cars on the territory of the Russian Federation for up to six months without registration with the State Traffic Inspectorate. While their cars are temporarily imported, the regulations do not apply to car owners.
The amendments are planned to be submitted to the State Duma in the near future, the changes were considered at a government meeting on September 24. According to the bill, Part 3.1 of Article 12.5 of the Administrative Code (it fixes a fine for tinting) will refer to the "Basic provisions for the admission of vehicles to operation", and not to the technical regulations of the Customs Union "On the safety of wheeled vehicles", which prohibits tinting windshields and front side windows by more than 30%. There are no changes in the amount of the fine.
On August 7, a bill was submitted to the State Duma on the abolition of fines for tinting and tuning cars. It was noted that tinting should be acceptable because it reduces exposure to ultraviolet rays. Accordingly, both drivers and passengers can be protected from harmful solar radiation.
