A foreign military contingent on the territory of Ukraine will be considered a legitimate target for the Russian Armed Forces. This was announced on September 14 by Ambassador-at-Large of the Russian Foreign Ministry Rodion Miroshnik.

Miroshnik noted that the location of foreign contingents in Ukraine would not contribute to the settlement of the conflict and would not reduce the military threat.

"Therefore, such things even require shouting from the president [of Russia Vladimir Putin] when he says that the foreign contingent in any capacity is unacceptable on the territory of Ukraine. It will be simple, firstly, unnecessary. That is, they are not needed, there is practically no functionality there, this is an attempt to control this territory. And secondly, they are legitimate military targets," he said in an interview with TASS.

He added that these forces will receive a specific military response. According to him, in the quantities and specifications mentioned by the West, their impact on the military situation will be minimal.

Earlier in the day, Annalena Burbok, who assumed the post of President of the UN General Assembly, allowed the possibility of sending a UN peacekeeping mission to Ukraine after reaching a peace agreement. At the same time, she stressed that this would be possible only after the end of the Ukrainian conflict.

During his speech at the plenary session of the Eastern Economic Forum (EEF-2025) on September 5, Putin stressed that there was no need to deploy EU troops on the territory of Ukraine after peace was achieved. He clarified that if a consensus is reached, Russia will comply with all agreements and respect security guarantees relevant to both Moscow and Kiev.
