There are fewer emergency shelters in the Smolensk region than in Russia as a whole. Vladimir Putin said this at a meeting with the governor of the region Vasily Anokhin on September 10. The authorities of the Smolensk region are focused on helping the participants of the SVO and their families. A regional standard for military support has already been introduced there: it has been decided that 34 of the 49 measures will be indefinite. Currently, 273 demobilized people have been employed, and five more people have joined the authorities. "Attention must be constant. This is not a fashionable area of our work. This is a tribute from the state to those people who stand up for protection. This should be on an ongoing basis," the president said.

Healthcare remains a serious issue for the region: construction of a new clinical psychiatric hospital with 600 beds is being completed this year, and it will be launched next year. A new surgical building of an oncological dispensary has also been erected, and now 30,000 people in the region are under observation, Vasily Anokhin said. "Special attention should be paid to oncology," the president noted.

For the first time in many years, housing construction has begun actively not only in Smolensk, but also in the regions of the region, including under the integrated territorial development program, the governor said. At the same time, there are fewer emergency shelters in the region than in the whole country, the head of state added. "You keep monitoring it further so that the number does not increase," he continued.

The population remains a key issue for the development of the region. The authorities have recorded a large outflow over a period of 15 years. Currently, the region has already developed a large program to increase the birth rate. Conditions for the younger generation are being actively created. So far, 45 thousand children are enrolled in the region's education system, 3371 graduates sign a targeted employment contract. They can count on a wide range of support measures, including housing and scholarships. Separately, the President noted that the situation with the number of second shifts in schools in the Smolensk region is better than the national average. "It's important that our kids don't leave. The students want to get an education at leading universities in Moscow, and we have established network programs with key, leading universities in the country on the basis of our SmolSU. We have launched this two—degree program with the MAI, the Higher School of Economics, and the Bauman Moscow State Technical University," said Vasily Anokhin.

Vladimir Putin noted a slight decline in agriculture in the Smolensk region. This is primarily due to logistics, explained Vasily Anokhin. According to him, both the Russian Federation and the Republic of Belarus are now completely rebuilding their markets, which "have gone to the East, to Central Russia." Vladimir Putin also supported the idea of holding one of the following forums of the regions of Russia and Belarus in the border Smolensk region. The head of the region added that he had already appealed to Federation Council Speaker Valentina Matvienko with this request.
