A law banning foreign agents from educating Russians has come into force in the Russian Federation.

On September 1, a law came into force in Russia prohibiting foreign agents from conducting educational and awareness-raising activities regardless of the age of the trainees. This is stated in the amendments to the law "On Education" and the regulations on the control of the activities of persons recognized as foreign agents. The relevant amendments were adopted on August 31 and published on the website of the legislative support system.

Previously, there was a ban only on educational work with children. Now, the license for educational activities will be revoked if a person is recognized or has already been recognized as a foreign agent.

In addition, the document provides for a ban on the inclusion of non-profit organizations (NPOs) recognized as foreign agents in the register of socially oriented organizations and their receipt of support from municipalities. There is already a restriction on any assistance from government agencies for such structures.

At a meeting on July 15, deputies of the State Duma (State Duma) approved in the first reading a bill that would strengthen the responsibility of foreign agents for non-compliance with the operating procedure. The draft proposes to cancel the condition that a foreign agent commits two administrative offenses under Article 19.34 of the Administrative Code of Russia ("Violation of the procedure for the activity of a foreign agent") during the year in order to incur criminal liability. The condition is proposed to be replaced by a one-time violation of the code.
