The number of Gosuslugi portal users has reached 14 million daily
The Cabinet of Ministers is preparing a second package of measures to protect citizens from fraudsters, including tougher liability for the use of AI in the commission of offenses and the ability to set a self-lock on international calls. This became known on August 25 at a meeting between Vladimir Putin and Deputy Prime Minister Dmitry Grigorenko. Past measures have proved their relevance: about 15 million Russians have already established a self-lock on loans, protecting themselves from intruders. This can be done, among other things, through Gosuslugi. Currently, 1.6 thousand tools are available there, and more than 100 million people use the portal, with 14 million daily.
What was discussed at the meeting
More than 100 million Russians have registered on Gosuslugi, and 14 million people use the portal every day, Dmitry Grigorenko said at a meeting with Vladimir Putin. Currently, users can receive more than 1.6 thousand government services using the service. Nevertheless, about 550 thousand Russians go to the IFC (multifunctional centers for the provision of public services) every day, the Deputy Prime Minister noted.
Separately, we discussed a new section with a list of "life situations" — these are the most in-demand services in everyday life, for example, in case of loss of documents, relocation to another region, redevelopment of premises. There are also step-by-step instructions for solving specific situations. The President was impressed by the variety of such services, including permits for fishing and hunting. University admission has also become in demand among users: more than 2 million Russian applicants used the service during the admission campaign in 2025, the Deputy Prime Minister said. "This is important, but participation in sports competitions is also popular, in third place," the head of state noted.
With digitalization, Internet fraud is also increasing, so since June 1, about 30 relevant measures have been launched in Russia to combat it. Restrictions are being introduced in stages: from August 1, Russians will have the opportunity to opt out of SMS mailings, and from September 1, spam calls and SIM cards will be banned.
In addition, since June 1, the conditions for lifting the self—lock on loans, one of the most in-demand services, have been tightened. It does not allow fraudsters to take out a loan remotely, even if they manage to deceive a person over the phone. So, since March 1, about 15 million Russians have established such a self—ban - it applies to any consumer loans and loans, and restrictions can be either complete or partial.
"In fact, what is fraud? First of all, this is an abuse of a person's trust, it is a deception, in simple terms. And if there is such an opportunity, with your permission, I would like to appeal to our citizens so that they understand that any call from an unknown number is better to call back, reset this number to make sure that these are not scammers," warned Dmitry Grigorenko.
The government is already developing a second package of anti-fraud measures. It will include, in particular, stricter responsibility for the use of artificial intelligence in the commission of offenses, as well as the ability to establish a self-lock on international calls, through which scammers most often contact citizens.
On the same day, Vladimir Putin had a telephone conversation with Iranian President Masoud Peseshkian. The leaders, in particular, discussed the results of the Russian-American talks held in Anchorage. Other topics include the situation around Iran's nuclear program and developments in the South Caucasus region. Vladimir Putin and Masoud Peseshkian have agreed to meet at the upcoming SCO summit in China.
