Cargo carriers are asking the authorities to remove illegal communication jammers from the roads. Carriers complain that they are being fined for allegedly disabling navigation equipment, but in fact the loss of signal is due to the improper installation of such devices. They are often used by private traders, which is why communication and navigation within a radius of 3-5 km are lost. Today, anyone can buy a jammer, and the regulatory framework for their use has not yet been created, experts say.

Why is there no connection on the roads

The Gruzavtotrans Association of road carriers has asked Roskomnadzor to check the legality of installing radio interference generators near roads. They are often used in violation of the law by owners of various kinds of civilian facilities — gas stations (gas stations), oil depots, logistics points, etc., which causes communication and navigation to disappear on the highways, according to a letter from the carriers, which was reviewed by Izvestia. All this affects the information systems in transport, which track the movement of trucks.

"Jammers suppress navigation equipment on vehicles, which causes the signal to be lost, and carriers are subject to unreasonable fines when traveling on federal roads," Vladimir Matyagin, president of Gruzavtotrans, told Izvestia.

If the satellite signal is lost, the system decides that the driver has turned off the monitoring devices himself, and automatically writes out a protocol, he added.

Car drivers are also familiar with the effect of interference on navigation devices.

In areas of electromagnetic interference, the program does not provide accurate coordinates of the vehicle and disables the functions familiar to the driver, for example, it does not warn about approaching areas with automatic speed control, said Vladimir Matyagin. Drivers of their navigators who are used to warnings often get fined without these tips.

"The loss of communication is noticeable for residents of cities, towns and villages near sources of interference — mobile communications are lost there, it is difficult to call an ambulance or fire brigade," the director of RuDrones told Izvestia.Unmanned technologies" Dmitry Datsykov.

Interference also affects the operability of the ERA-GLONASS rescue system. If the accident occurred in the area of the jammer, the device will theoretically give false coordinates to send to the rescue service or will not transmit the signal at all, the expert noted.

According to Vladimir Matyagin, the cheapest jammers at a price of 3 thousand rubles suppress signals at a distance of 20-25 m. The more expensive ones — from 30 thousand — operate for 2-3 km. They are widely represented on the market and are available to anyone, the carrier added. There are also devices that can cost up to almost 3 million rubles with a range of up to 9 km, added Leonid Konik, a partner at ComNews Research.

The Gruzavtotrans Association asked Roskomnadzor to fix the areas on the routes where the carriers lose navigation signals, conduct a survey of these areas and establish the causes of information system failures.

Previously, companies have already appealed to the Ministry of Transport and the government with a request to stop the flow of unjustified fines and impose a moratorium on their accrual. For its part, Rosavtodor forwarded to the regulatory authorities the complaints of carriers about the suppression of communications, according to the response of the Ministry of Transport to carriers.

Roskomnadzor has received the association's appeal and will consider it in due course, the service told Izvestia. Cases of unauthorized installation of such devices have already been recorded, they noted.

As the press service of the Ministry of Digital Affairs told Izvestia, the right to use electronic jamming equipment to protect individual facilities applies not only to law enforcement agencies, but also to private security companies.

Konstantin Kreidenko, editor-in-chief of the GLONASS Bulletin magazine, told Izvestia that there are two types of security systems: some suppress navigation signals, while others replace it in order to distort the actual location of the object. The essence of substitution is to transmit complex simulated interference to a navigation receiver. So, when traveling by car, we see on the mobile phone screen that the point is not on the road, but somewhere in the forest. This is the substitution of coordinates. This means that rescuers, for example, will not be able to find victims of an accident due to a false location. And if the mobile connection is suppressed, the ERA-GLONASS terminal will not send a signal for help at all, he noted.

"Despite the fact that after the decision of the State Commission on Radio Frequencies (SCR) of August 2024, it is forbidden to sell jamming equipment without the written consent of the Ministry of Defense, there are still a lot of online stores on the Russian Internet offering jammers for drones," Leonid Konik told Izvestia.

According to him, people and businesses are acquiring such devices against the background of daily news about drones. But without technical qualifications, they can do a lot of harm to other users of the radio frequency spectrum, the expert noted.

The Ministry of Digital Affairs told Izvestia that the conditions for using the radio frequency spectrum by means of electronic suppression are regulated by the decision of the State Emergency Committee. Their use should not interfere with existing electronic means.

Roskomnadzor noted that current legislation does not regulate the sale of such devices. However, their production requires the necessary permits and licenses. When purchasing such equipment, the user must be aware of their responsibility for its operation within the framework of current legislation, the service told Izvestia.

The press service of GLONASS JSC reported that the ERA-GLONASS state information system is working smoothly today. The main roads where serious accidents most often occur are not in the city centers, but on highways between cities and outbound highways. When making a call in cities, it is possible to confirm the address in conversation with the operator, the company noted.

To date, more than 12.8 million vehicles have been connected to the state information system, they added. Meanwhile, work is underway to improve the protection of the system.

"We are developing noise—proof consumer navigation equipment," said GLONASS JSC. — At the end of June, we demonstrated samples of the equipment and received a great response from potential customers. Among them are public urban transport and ambulance services.

Why is it difficult to control the use of jammers

In 2024, the Ministry of Digital Affairs and Roskomnadzor introduced rules for the use of electronic jamming systems, but this is just the beginning of work. The experience gained will make it possible to build protection systems individually, trying to eliminate the negative impact on the information infrastructure, the expert noted.

"Roskomnadzor and the Federal State Unitary Enterprise Main Radio Frequency Center subordinate to it monitor the use of interference equipment, but it is obvious that no one is able to climb onto every roof or into a private car at the same time to detect an illegal jammer there," added Leonid Konik from ComNews Research.

According to him, the market is so vast and gray that it is difficult to catch all the violators.

"The current situation related to drone attacks affects not only the transport industry," Andrey Patrakov, founder of the RunAvia flight safety service, told Izvestia. — Counteraction measures, including rolling outages of mobile communications, have an impact on business in various areas.

In his opinion, the problem of security at the federal level should be solved under the authority of the department responsible for this.

Dmitry Datsykov believes that a federal regulatory framework is needed for the use of anti-drone protection systems by various organizations.
