Children's time: the spouses of the participants of the SVO are offered to shorten the working day
The spouses of the participants want to reduce their working hours while maintaining their salaries. But provided there are minor children in the family, Izvestia learned. A government commission headed by Interior Minister Vladimir Kolokoltsev proposed that large businesses and governors work on such an issue. The proposal is supported by the majority of the State Duma factions and the Support of Russia. Measures to support the families of ITS participants
The spouses of the participants of the SVO can reduce the working day while maintaining the salary. This will be possible if there are minor children in the family. The government commission for the prevention of offenses, headed by Interior Minister Vladimir Kolokoltsev, proposed to work out such an issue for large businesses and governors, and its participants discussed measures to support military personnel. This is stated in the protocol of the commission, which is available to Izvestia.
The document also says that enterprises should introduce payments for injuries, complete or partial loss of working capacity, as well as the death of participants in a special operation. In addition, businesses are invited to implement special employment programs for veterans with disabilities.
Izvestia sent a request to the Ministry of Internal Affairs with a request to comment on such measures and possible deadlines for their implementation.
Currently, members of the SVO and their family members, in particular, have the right to free medical care, compulsory state insurance, annual paid leave, the right to pension benefits, tax benefits, preferential housing, the primary right to purchase garden land, compensation for housing and communal services, the advantage of joining housing and communal services. garage cooperatives, provision of prosthetics and prosthetic and orthopedic products, out-of-competition admission to universities and a state social scholarship.
The State Duma supported the proposal of the Board of Directors.
— Shortening the working day while maintaining wages for the wives of the participants of the CBO, as well as for mothers with many children, is an important tool of social policy aimed at supporting the family, the health and well—being of children. Exactly how much the working day will be shortened remains to be worked out with the expert community. But the initiative itself will make it possible to combine professional activities with family responsibilities more effectively," Anatoly Vyborny, deputy chairman of the State Duma Committee on Security from the United Russia faction, told Izvestia.
Of course, such measures should be taken, said Nikolai Arefyev, first deputy chairman of the State Duma Committee on Economic Policy.
— If the spouse is married and there are minor children in the family, then their upbringing requires a certain amount of time and attention. Therefore, such a measure to reduce the working day will be in great demand for them," the deputy believes.
Yaroslav Nilov, head of the Committee on Labor, Social Policy and Veterans' Affairs, believes that the authorities should work out such a proposal.
— For some areas, this is quite feasible through the transfer of employees to remote work. This would be a good example of the manifestation of the social orientation of business," the deputy explained.
At the same time, he recalled that there are piecework salaries that depend on the number of products produced or services rendered, and shortening the working day can lead to a loss of earnings.
Izvestia sent requests to the regions asking them to comment on the prospects for supporting the initiative.
Will the business support the new initiative
Enterprises themselves try to provide support to their participants. Especially if we are talking about large families in which the head of the family is on a special operation, Alexander Kalinin, head of the Opora Russia business association, told Izvestia. In his opinion, business representatives will not object to such additional assistance.
Pavel Titov, President of Delovaya Rossiya, refrained from commenting, saying that he was not yet aware of such a measure of support.
The press service of the Russian Union of Industrialists and Entrepreneurs (RSPP) informed Izvestia that most of the member companies of the association (these are not only large businesses, but also medium-sized ones) already have special additional programs to support their members and their family members.
— Basically, companies include measures to support their participants, their family members, and family members of deceased participants in the collective agreement of the organization or regulate them with other local regulations of the employer, — the association explained.
They noted that one of the massive measures to support the participants of the SVO is the payment of financial assistance to employees who have signed a military contract when they are sent to the SVO zone.
"It is not uncommon for companies to provide vacations to the spouse of a serviceman together with their spouse, finance voluntary medical insurance and conduct sanatorium treatment at the expense of the employer for a participant in their military education or a member of his family," the Russian Union of Industrialists and Entrepreneurs explained.
They also indicated that organizations provide financial assistance when collecting a child for school or for housing repairs; finance additional education, retraining; organize psychological assistance and adaptation in a team for their participants or their family members; contribute to improving the social and living conditions of the employee and his family members and take other support measures.
According to Mikhail Shmakov, head of the Federation of Independent Trade Unions of Russia (FNPR), if we are talking about office work, then such a measure of support for the spouses of ITS participants is quite possible.
"But if we talk about industrial production, then it is less feasible for technical reasons," he said, adding that each case is individual.
Every employer, if their resources allow them, can do this, but the law currently does not provide for this, Mikhail Shmakov explained.
