Which countries will join the "Blue Map"
Traveling by car — and not only in Russia — will become more accessible for our citizens. A number of countries may join the new international auto insurance system. Joining the so-called "Blue Card" (an analogue of the "Green Card") is currently being worked out with China, Evgeny Ufimtsev, head of the Russian Union of Motor Insurers, told Izvestia. Negotiations are also underway with Mongolia, the VSK Insurance House reported. Izvestia asked the central banks of China and Mongolia for comments.
The Green Card is an international civil liability insurance policy, it is similar to the Russian CTP. The system has been operating since 1951, and the Russian Federation joined it in 2009. In total, the Bureau includes 48 States. Instead of purchasing individual local insurance, a driver from a participating country can purchase comprehensive protection for foreign trips.
Until June 30, 2023, Russia was a member of the system, but due to sanctions, its membership was suspended indefinitely. After that, a new system was created for friendly countries — the "Blue Card". Belarus was the first to join it.
Kazakhstan and Kyrgyzstan are also planning to join the Blue Card, Evgeny Ufimtsev said. According to him, colleagues from other countries want to wait for the first results of the system in Belarus before making final decisions.
Earlier, participation in the project was also discussed with Armenia, Azerbaijan and Turkey.
— The RSA is ready to discuss the expansion of the "Blue Card" to all neighboring countries, which can contribute to the development of foreign trade and the movement of passengers (labor migration and tourism), — said the president of the union.
China's participation in the negotiations on joining the Blue Card project was also confirmed by the press service of Sovcombank Insurance. They clarified that the list of participating countries may expand in the future. The inclusion of China in the project outline is the first step towards extending the system to other Asian countries, including Iran.
"There is information that Morocco and Tunisia have also expressed interest in participating in the Blue Card project,— Absolut Insurance said.
The process of agreeing on conditions, for example, how to resolve accidents, is usually very long. Therefore, the connection of new countries to the "Blue Map" will take place no earlier than 2027, the President of the RSA specified. In addition, to launch the service, it will be necessary to change the laws in each country participating in the project, which will also take time.
How the Blue Card works
The new international auto insurance system, the Blue Card, operates on the same principle as the Green Card used to operate. It is necessary to ensure that Russian drivers traveling abroad to friendly countries have insurance in case of an accident.
The availability of a civil liability insurance policy is mandatory in many countries, the Yugoria press service noted.
The main convenience is that the driver does not need to buy local insurance in each country — the "Blue Card" already covers liability in all participating states. It may be 20-30% cheaper than the local CTP equivalent, said economist Andrei Barkhota. And its key advantage over the "Green Card" is that in the event of an accident, payments are made in the national currency of the country where the accident occurred. This simplifies calculations and makes the process clearer and more convenient for all participants.

How to travel abroad by car with insurance
China's connection to the Blue Card system is especially important now because it is one of Russia's main trade and tourism partners, Sovcombank Insurance said. This will mean that a single insurance and payment space will appear between the countries, which will simplify trade and transportation across the border.

China is becoming an increasingly popular travel destination — in 2025, the demand for summer tours there increased by 15%, said Igor Rastorguev, a leading analyst at AMarkets. If the international Blue Card insurance policy is adopted, even more Russian tourists will travel to China, especially from Siberia and the border regions. At the same time, travel will become easier, as you will not have to take out separate insurance at the border.
The same logic works for other neighbors, Kyrgyzstan and Kazakhstan, the expert added. The latter country is increasingly being chosen for vacations combined with shopping. Simplified insurance rules will make car trips there even more convenient.
The car flow from Russia to China can be estimated at 10-20 thousand cars per year, said economist Andrey Barkhota. According to him, thanks to the "Blue Card" it can grow many times.
"The potential audience may number in the hundreds of thousands of users, and in the future, even millions, if new countries such as Turkey, China and the Central Asian states join the project," Sovcombank Insurance emphasized.
In addition, the integration of the insurance systems of the Russian Federation and neighboring countries is important for the development of foreign trade. Thus, the share of road transport between Russia and China increased by 70% last year, Sergei Khudyakov said. The demand for China as a destination is also indicated by the increase in the number of flights to the country. Thus, the volume of passenger air traffic between Russia and China increased by 57% in 2025, reaching 2,000 flights.
At the same time, people are increasingly choosing to travel by car — this gives them the opportunity to see more, Igor Rastorguev noted. There is a growing interest in the culture of neighboring countries. More and more tourists want to see with their own eyes how the neighbors live. All this is the foundation for the high demand for the Blue Card.
