The authorities plan to introduce a number of new duties for migrants. For example, it is proposed to charge 4.2 thousand rubles for the grant of a patent, and the same amount for the renewal of work permits. And it is now planned to charge 2.1 thousand each for making a duplicate of individual migration documents — previously the service was free. Such changes follow from the draft law of the Ministry of Finance, which is scheduled to be considered at a meeting of the government commission on legislative activity on Monday, June 30. The changes will also affect car owners: the fees for obtaining the rights are planned to double, and for issuing the PTA — by one and a half times. However, these fees have not been indexed for many years. The new rules are expected to take effect on September 1. New state duties for migrants in 2025

The authorities have decided to review fees for foreigners. In particular, it is planned to introduce seven new state duties for migrants. This follows from the draft law of the Ministry of Finance, which is going to be considered at a meeting of the government commission on legislative activity on June 30. The document (Izvestia has it) has already been agreed with the relevant departments.

According to the amendments, starting in the fall, foreigners will have to pay 500 rubles for registration at their place of residence — now the service is free for both locals and visitors.

The fee is also proposed to be charged for the extension of terms: for a temporary stay — 1 thousand rubles, for a work permit — 4.2 thousand rubles.

Fees for issuing duplicates of certain documents for foreigners and making changes to them are introduced separately. This will affect work permits for both migrants and companies that attract foreigners (if they incur these costs), as well as patents. To receive a copy of the document or make changes to it, you will need to pay 2.1 thousand rubles.

At the same time, the grant or renewal of a patent will cost 4.2 thousand rubles, the bill says. Currently, foreigners need either a work permit (for those who have entered on a visa) or a patent (for visa-free ones) to find employment in Russia. A fee has already been provided for the first one, but not for the second one, although in fact it is a similar document. In addition, its registration is comparable to obtaining legal papers for citizens of the Russian Federation, such documents are usually paid. Thus, the introduction of this fee equalizes conditions for different categories of migrants and compensates for government expenses.

Any legally significant actions in the interests of a person entail costs for the country, said Dmitry Desyatnichenko, head of the Economics educational program at the Presidential Academy in St. Petersburg. According to him, if the duty is zero, the costs are fully covered from the budget, that is, at the expense of taxpayers. For Russians, this is justified, although, for example, a fee is charged when issuing a passport. But in the case of foreigners, free services mean shifting costs to Russian citizens. The expert considers the approach to be more fair, in which the applicant himself covers the bulk of the costs associated with the provision of public services.

At the same time, public services are rapidly developing and going digital, which requires the government to transform the mechanisms, added Dmitry Ryakhovsky, professor at the Financial University.

In addition, the authorities propose to increase the amount of the state fee for registration of foreigners at the place of residence — from 420 rubles to 1 thousand. As stated in the explanatory note, this is necessary to strengthen control against the background of significant migration flows.

In general, in recent years, the authorities have sought to strengthen control over migration. For example, the regime for expelling newcomers has already been tightened: police officers have been given the right to expel foreigners who have violated the rules of stay in Russia without court approval. In addition, the Russian Federation allowed the extrajudicial blocking of websites that sell fake documents to visitors, and banned intermediaries from taking exams in Russian from potential migrants, which are necessary to obtain individual documents. Finally, the legislators banned the admission of children who do not know Russian to schools. All this is required in order to restore order in the field of migration.

The latest version of the migration policy was seven years ago, and circumstances have changed significantly since then, Andrei Klishas, Chairman of the Federation Council Committee on Constitutional Legislation, spoke at the St. Petersburg International Legal Forum.

"If additional revenue from duties is used to develop migration policy, then we can expect a decrease in illegal employment among foreigners later," said Georgy Ostapkovich, a researcher at the HSE Center for Market Research.

According to the estimates of the Ministry of Finance, the innovations will bring an additional 17 billion rubles to the budget. Izvestia sent a request to the Agency and the Cabinet of Ministers.

How will state duties for car owners change in 2025

The same bill proposes to increase a number of transport duties. According to the amendments, starting in September 2025, the fee for obtaining a driver's license will double: you will need to pay 4 thousand rubles for an old—style certificate, and 6 thousand rubles for a new one.

The amount of these fees has not been reviewed for 11 years for the old rights and seven years for the new ones. An increase in fees is advisable, given the increase in inflation over the years, says Igor Morzharetto, partner at the Autostat analytical agency. According to him, over the past time, the price of materials for making documents has increased significantly, including new types of plastic, as well as special equipment for issuing certificates.

The issue of international rights, including in return for lost or damaged ones, will also rise in price from 1.6 thousand to 3.2 thousand rubles, it follows from the bill.

In addition, the amendments indicate that obtaining a vehicle passport will now cost one and a half times more expensive — 1.2 thousand rubles. And making changes to the document will cost 525 rubles (instead of the current 350 rubles).

The state fee for the vehicle registration certificate (CTC) will also increase: on paper — from 500 to 1.5 thousand rubles, on plastic — from 1.5 thousand to 4.5 thousand rubles.

According to the document, the increase will also affect the issuance of:

— state license plates per car — from 2 to 3 thousand.;
— registration plates for trailers and motorcycles — from 1.5 to 2.25 thousand.;
— certificates of vehicle compliance with safety requirements — from 1.5 to 4.5 thousand.;
— permits for changes to the vehicle design — from 1 to 3 thousand.;
— a document on admission to the transportation of dangerous goods — from 1.5 to 2.25 thousand and its extension — from 1 to 1.5 thousand.;
— state marks of Transit vehicles — from 200 to 300 rubles (on paper), from 1.6 to 2.4 thousand (on metal).

Obtaining and replacing a driver's license for most citizens occurs only once every 10 years, and during the pandemic, the authorities automatically extended their validity period, Igor Morzharetto recalled. The amendments will not become a serious burden for people, says Andrei Barkhota, PhD in Economics.

A new fee for driving schools is also being introduced — a state duty of 15 thousand rubles. rubles for issuing an opinion on the compliance of the educational and material base with state requirements. As stated in the explanatory note to the bill, this measure is aimed at increasing the responsibility of educational institutions and compensating the state for conducting inspections.

In addition, a fee of 500 rubles is additionally introduced for entering information into the unified automated inspection Information system (UAISTO) when issuing a diagnostic card after passing the maintenance.

All these measures will bring 28.3 billion rubles to the federal budget, according to the materials for the project.

Separately, the law provides for duties of 200 rubles each for issuing an opinion on the compliance of weapons with forensic requirements, as well as for a document confirming the impossibility of using certain types of weapons as firearms or gas.

In general, it is assumed that the new state duty rates will more fairly compensate for the costs incurred by government agencies in providing relevant documentation services, and they do not create an additional burden on economic sectors.
