Lifting plan: during the overhaul, all elevators will be replaced with domestic ones
During the overhaul of residential buildings in the Russian Federation, elevators will be installed only by Russian and Belarusian manufacturers. Support measures for elevator manufacturers
The Ministry of Construction intends to change the system of purchasing elevators under residential renovation programs — only manufacturers from Russia and Belarus, their official dealers or 100% subsidiaries will receive the right to participate in competitions. This provision is contained in the draft decree of the Government of the Russian Federation prepared by the agency (Izvestia has reviewed the document). It is assumed that this will exclude intermediaries from the trade chains, reduce prices and allow domestic enterprises to load government orders.

By the end of 2024, an underutilization of enterprises by more than 50% was revealed, and only 25.9 thousand lifts were produced. At the same time, the capacities of Russian factories can produce more than 65,000 elevators per year (at speeds up to 2.5 m/s), the ministry noted.
According to the National Elevator Union (NLS), Russian manufacturers now occupy about 70% of the market, with another 15% coming from lifts from Belarus, and the remaining 15% from companies from China and Turkey.
According to the estimates of the Ministry of Construction, it is possible to change about 24 thousand elevators in apartment buildings annually according to capital repair programs and 30-35 thousand lifts to use in new construction.
There are two dozen manufacturers of finished products in Russia with a high multiplier effect, when one factory loads at least six related parties with orders. The new rule should increase demand for products from Russian and Belarusian factories and ensure the work of manufacturers of components and components, according to an explanatory note to the draft resolution.
To participate in centralized government procurement of elevators for major repairs, plants must be included in the relevant register. Currently, it includes seven production facilities with a total capacity of more than 50.3 thousand lifts per year — these are Euroliftmash, Shcherbinsky and Serpukhov elevator plants, Moslift, Karacharovsky Mechanical Plant, MEL and Meteor Elevator, the Ministry of Industry and Trade reported.
It also follows from the draft resolution that the maintenance of installed elevators for apartment buildings will be allowed only to authorized dealers or 100% subsidiaries of manufacturing plants. This will make it possible to remove one-day firms and sole proprietors from the market, who dump, collect money, but do not provide qualified repairs, experts believe. Will direct purchases of elevators help their manufacturers

With direct purchases, factories will have to install elevators on their own, and they do not have a sufficient number of employees on staff, Alexey Zakharov, First vice president of the National Elevator Union, agreed. Therefore, there is a risk that the installation time will be disrupted and the equipment will be idle for a long time — there have already been such cases.
A positive aspect in direct procurement is that centralized supply planning will appear, allowing enterprises to predict demand and maximize capacity utilization, Zakharov said.
— Local installation organizations, unlike manufacturers, know the specifics and nuances in the regions, have staff, warehouses and are more free in terms of deadlines. This allows them to carry out work better and on time," Alexey Zotochkin, technical expert of the National Elevator Union and representative of Technical Committee 209 for Standardization, told Izvestia.
The installation departments of enterprises do not yet have such mobility, which is why the equipment can be dumped in front of the house and stand for months. With direct purchases from manufacturers, it will be necessary to create the entire system of installation and maintenance of equipment anew, look for dealers, train them, and this will be difficult to do in modern realities, the expert concluded.
Until now, the factories have not maintained their elevators and have not controlled installation and operational management throughout the country. Now they want to assign this task and responsibility to them, but there is no certainty that they will cope with such a volume of work, Peter Kharlamov, General Director of the Russian Elevator Association, secretary of the elevator Commission of the Public Council under the Ministry of Construction of Russia, told Izvestia.
It takes time to build a new full-cycle system. Therefore, it is unlikely that residents of the houses will be able to save money on the installation and maintenance of elevators, he concluded.
— Direct purchases may affect the increase in the cost of elevator installation services, as the range of bidders is narrowing, and regions may have to spend additional money on finding installers locally, — Svetlana Razvorotneva noted.
At the same time, experts agree that it is necessary to reform the industry, including the repair and after-sales service system.

It is not uncommon for work permits for electromechanics to be purchased without training. There is no single training base, which is why maintenance remains at an extremely low level. Therefore, the creation of a unified register of specialized organizations, the introduction of strict criteria and mandatory training programs for their employees will help improve the quality of work and remove unscrupulous performers from the market, the expert concludes.
According to the NLS, the overhaul program involves the replacement of 110,000 elevators in the country by 2030.
