It's time for houses: Russians will be given a faster opportunity to improve their living conditions

How the registry will work
A unified digital register of those in need of better housing conditions will appear in Russia. Such amendments were approved on Monday, March 24, by the government commission on legislative activity (the document is available to Izvestia), sources of the editorial office in the Cabinet of Ministers reported.
The legislation provides for many measures to support citizens in need of better housing conditions, including young families and orphaned children, Vladimir Gruzdev, Chairman of the Board of the Russian Bar Association, reminded Izvestia. Such measures include the provision of certificates, residential premises from a specialized housing stock, a reduction in the interest rate on a mortgage loan, or one-time regional payments made at the expense of local budgets.
The regional authorities put citizens on the appropriate register. Those in need of better housing conditions are included in federal and regional ones, according to the categories they fall under.
"However, citizens are counted separately depending on the type of support provided, as well as the level of government," Vladimir Gruzdev noted.
The lack of a unified accounting of such people and the state support measures provided to them, including residential premises, leads to inefficient budget planning, and this risks violating citizens' rights, explained the managing director of DOM.Russian Federation Svetlana Nekrasova.
For the normal functioning of the created unified register for public authorities and local governments, the obligation is introduced to post such information in it, Vladimir Gruzdev added.
Now there is a risk of duplication of accounting for the measures provided, the expert stressed. It is problematic for state and municipal authorities to clarify this or that information due to the multitude of registries. As a result, the receipt of social measures is delayed.
The planned registry will improve the efficiency and speed of decision-making on social assistance, Vladimir Gruzdev emphasized. DOM will be the operator.The Russian Federation, which will have to modernize the system at its own expense.
The register will allow exercising the powers of the subjects of the Russian Federation or local governments promptly and in a single format, Svetlana Nekrasova noted. According to her, it will help plan the timing of support measures and the order in which they are received, issue certificates, determine the required amount of funding, and monitor the implementation of citizens' rights to improve housing conditions.
How many people are waiting in line for better conditions
Without a single register of those in need, it is impossible to accurately estimate the number of such persons, DOM.RF agreed. According to preliminary data, there are more than 2 million people: young families, veterans, the disabled, and other categories.
As a result, the average waiting time for housing is about 20 years, said Valery Tumin, director of Russian and CIS Markets at fam Properties.
"The introduction of a single registry should allow for a more accurate assessment of the number of people in need, more efficient allocation of budget funds and shorter waiting times," the expert emphasized.
Due to irregular and untimely financing, queues of people in need of better housing conditions are constantly forming in the regions, Ilya Vasilchuk, a judicial lawyer and an expert on the security of electronic transactions and real estate transactions, confirmed.
— Moreover, there are usually several queues: a general queue and several special priority ones, which include special categories of people in need of social support: orphans, victims of the fire, — he explained. — In addition to these queues, there are also queues with a higher priority of execution, this is when people cannot wait for housing and go to court.
And if the court recognizes the inaction of the regional administration as illegal and obliges the administration to provide housing as soon as possible, then queues will also form from these writ of execution.

"On the other hand, I don't expect any serious acceleration and reduction of queues for government support measures, in my opinion, this is some kind of cunning," he added. — A reduction in the queue can occur if the budget financing of such events and support measures is increased, and not because of the creation of an electronic registry.
What are the risks of combining the need lists
Pavel Sklyanchuk also urged not to overestimate the importance of such a registry, since there are risks that when updating these schemes, someone may fall out of the queue or a split will be revealed.
— Then we'll have to choose which queue to stay in. But that's all in perspective for now," he added.
It is obvious that now, due to the lack of a unified register of citizens in need of better housing conditions and the decentralization of these data, there are a number of difficulties and inconsistencies, said Tatyana Reshetnikova, deputy head of the mortgage department at the federal company Etagi.
— In particular, with a subsidy for a young family, which is issued in the constituent entities of the Russian Federation, it is necessary to live in a particular region for at least five years, then the queue for receiving it can last another five to ten years, and this is a significant restriction for moving to another region, - she said. — A single registry could allow families to move, for example, in connection with a job change, without losing their place in the subsidy queue.
Also, those who move from dilapidated or dilapidated housing could not limit themselves to choosing real estate in their region, but choose, for example, settlements with a more affordable price per square meter. In general, combining disparate subsidy databases has minimized possible errors in their provision, the expert believes.
"In fact, we need measures to stimulate construction within the framework of programs to improve the housing conditions of those in need," she said. — Not all cities with such categories of citizens have enough new construction, and it is important to create conditions for attracting developers to the region. A single register would make it possible to visualize where there is a particularly acute shortage of space available for resettlement and additional incentive measures are needed.
To normalize the situation, according to Valery Tumin, it is necessary not only to create a registry, but also to expand support measures, increase funding for programs and optimize the work of the bodies responsible for their implementation.
