Putin called for higher incomes for residents of the Arkhangelsk region

The authorities of the Arkhangelsk region must raise the income level of the population and create comfortable living conditions in the region in order to stop the outflow of population. Vladimir Putin said this on March 11 at a meeting with the governor of the region, Alexander Tsybulsky. The economy in the region is gradually improving: the gross regional product has grown by 50% in five years, and its own revenues have doubled and reached 98 billion rubles.

What was discussed at the meeting

One of the main directions for the authorities of the Arkhangelsk region is to help the SVO fighters and their families. Since 2022, officials have received more than 10,000 requests, and 99.5% of them have already been completed. Governor Alexander Tsybulsky spoke in detail about the new regional personnel program for the participants of the NGO "Defenders. Under the wing of the Archangel", part of the federal project "Time of Heroes". The first group will start studying on July 1. The plan is to train 50 people.

Shipping is an important topic for the region. After the imposition of sanctions against the Russian Federation, most of the Russian ships that were serviced in European ports have already returned to their home harbor: if 180 ships a year were repaired in the region in 2020, 350 in 2024. Vladimir Putin called for creating all conditions for this. Transportation along the Northern Sea Route for the Arkhangelsk Region has increased by 30% since 2023, and the number of Chinese ships entering the region is also increasing.

Alexander Tsybulsky also raised the issue of expanding the market for pellets (fuel pellets obtained from peat and wood waste, which are used as heating material. — Ed.) in the Chinese market, where import restrictions apply. The President supported the idea of discussing the supply of Russian pellets with China at the intergovernmental level.

The gross regional product of the Arkhangelsk Region has increased by 50% in five years, from 550 to 834 billion rubles. The budget's own revenues have almost doubled since 2020, from 55 to 98 billion rubles. The volume of investments today reaches 120 billion rubles. But despite these successes, Vladimir Putin pointed to the low level of income of the population and called for an increase in it in order to stop the outflow of residents from the region. "It is clear that in order to radically change the situation, this is still the northern region, but these are ancient Russian lands, and everything must be done to ensure that people live comfortably there. Income levels need to be raised," Vladimir Putin stressed.

At the same time, the social infrastructure in the region is improving: since 2020, 399 thousand people have been resettled from dilapidated and dilapidated housing. In 2024, 453 thousand square meters were commissioned. In five years, four airports were modernized in the Arkhangelsk region, and almost 2 thousand km of roads were brought to a standard state. During the same period, nine schools and 21 kindergartens were built. By 2027, 120 more schools will be overhauled.

Alexander Tsybulsky, whose term of office expires in September, asked Vladimir Putin to support his candidacy in the elections. The Head of state supported the governor's intention. "I see that you have gained the necessary pace, necessary for people to feel the changes. I really hope that you will continue to work at the same pace. I want to wish you success," the head of state said.
