The first nationwide state ranking of universities and colleges will appear in Russia. The relevant draft government decree was prepared by the Ministry of Labor, sources told Izvestia and confirmed in the department itself. The rating will be based on two indicators — the median salary and the employment rate of full-time graduates in the second year after graduation. In other words, the real effectiveness of educational institutions for the country's economy will be assessed, experts say. The first publicly available ranking of universities and colleges will be published by June 15, 2025, and then annually until April 1.
What formed the basis for the ranking of universities and colleges
The draft resolution on the procedure for forming the national rating of educational institutions of higher and secondary education was prepared on behalf of the President. The head of state set this task for the government at the SPIEF in 2023. Also, the work on the graduate employment rating is one of the activities of the national project "Cadres".
The document, which was developed by the Ministry of Labor (Izvestia has reviewed it), stipulates that the national rating is a point rating of educational organizations that correspond to the level of demand for their graduates in the labor market. It, in turn, will be determined by the median salary and the level of employment of former students two years after graduation , follows from the draft resolution.
— Taking into account the various life circumstances faced by young people — serving in the army, moving to other regions of the federation, having children — for maximum relevance of the compared data, the rating is based on the level of employment in the second year after graduation," explained one of the interlocutors of Izvestia.
The press service of the Ministry of Labor of Russia confirmed the fact of the development of the decree.
It is important to note that when calculating the share of employment and salary levels, graduates who continue their studies, for example, in graduate school, group 1 disabled people, women who are expecting a child or are already caring for young children, will not be taken into account. Those who went to work abroad will not be included in the calculation either. Thus, experts say, rating is an assessment of educational institutions in the context of the involvement of their graduates in the economy.
— Higher and secondary professional educational institutions, of course, solve many tasks in science, youth education and other areas of public life. Rating is not a comprehensive assessment of the activities of educational organizations. This is a kind of guideline for the career trajectories of graduates of certain programs," the second source told Izvestia.
How will the ranking of higher and secondary educational institutions be formed
The rating will be prepared annually by the operator, and it will be performed by the Federal Service for Labor and Employment (Rostrud). After that, it will be published on the portal "Work of Russia" until April 1. This year, the first rating will be released before June 15th. It is important that applicants and their parents could familiarize themselves with it before making a decision on choosing an educational institution, explained one of the interlocutors of Izvestia.
5,000 federal and regional universities and colleges take part in the rating. Data on the number and specialties of graduates are sent from Rosobrnadzor to the Social Fund, where they are supplemented with information on employment. It takes into account work under labor and civil law contracts and running your own business. At the same time, the rating is based on employment in the economy, service in law enforcement agencies is not taken into account in the rating, since data on work and salary levels there may be closed. Based on the data received, Rostrud generates a rating for training areas.
For the correctness of the comparison, the rating is compiled taking into account the training profiles of specialists. By university, these are mathematical and natural sciences; engineering, technology and technical sciences; healthcare and medical sciences; agriculture and agricultural sciences; social sciences; education and pedagogical sciences; humanities; art and culture.
Colleges are ranked in 29 areas: 24 priority sectors of the economy, including nuclear, mining, transportation, construction, pharmaceutical and chemical industries, radio electronics and robotics, IT, art and creative industries, medicine, light and forestry industries, mechanical engineering, metallurgy, pedagogy, agriculture and others, andu>five departmental college groups.
If an educational organization conducts training in several areas at once, as is the case in most classical universities, then the university will be reflected in several rating blocks at once. And, perhaps, the positions in different areas of training at the same educational institution will not coincide.
How the ranking of universities and colleges will help applicants and employers
We may also see that the leaders of private university rankings may not be in the first place, one of Izvestia's sources suggested.
— The fact is that the ratings that appear from time to time are based on open data (for example, the number of students), surveys regarding reputation, fame. Therefore, as a rule, the rich and famous are at the top, and the first state ranking will use real data on employment and salaries of graduates," the source explained to Izvestia.
Elena Kuznetsova, Director of the Yakov and Partners Research Institute, agrees with this opinion. According to her, the first national rating differs from those that came out earlier in a completely different approach.

According to Sergey Roshchin, this is important for those who need to navigate when choosing an educational institution, that is, applicants and their parents, who can see which organizations prepare the most successful graduates.
— It is also worth noting that various fields will be rated, that is, medical specialties will not compete with engineering. For employers, it will also be an additional benchmark for graduate success," he added.
Elena Kuznetsova also believes that the rating will be in demand among employers who will pay attention to educational organizations whose graduates are the most successful.
— Therefore, nothing will prevent a company from one region from recruiting young people from another region, she said.
The rating will undoubtedly be in demand among educational institutions that will evaluate the effectiveness of universities, the expert emphasized.
